Agreement with Regina Deihl for foster parent advocacy services

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the President of the Board to execute an Agreement with Regina Deihl for the provisions of foster parent advocacy services for the term of July 1, 2009 through June 30, 2012 in the amount of $109,647, $76,752 Net County Cost; and

 

B.

Authorizing the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal by improving communication and information sharing between Children and Family Services and foster parents, which will translate into better care for foster youth.

BACKGROUND:

Effective communication between foster parent and Children and Family Services (CFS) is essential towards developing a successful collaborative relationship that benefits foster youth. In January 2009, a Request for Proposal (RFP) shown in Exhibit A to this memo was released to solicit proposals from potential foster parent advocacy providers. This Agreement has been awarded to Regina Deihl as a result of the RFP.

 

DISCUSSION:

This Agreement will provide foster parent advocacy services and training to strengthen the relationship between CFS and foster parents. The Contractor will provide support, resources, referrals, information on legal rights, court processes and advocacy to foster parents to ensure that any issues or concerns are resolved in a timely manner. Additionally, the Contractor will provide legislative updates, relevant information and related training to foster parents.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the Agreement as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The total Agreement obligation is $109,647 for the term of July 1, 2009 through June 30, 2012. The Agreement is funded through Child Welfare Services revenue in the amount of $32,895 and the Net County Cost is $76,752. The appropriation has been included in the Recommended Budget for FY 2009-10 and will be included in the FY 2010-11 and FY 2011-12 Recommended Budgets.

RFP to request proposals from applicants to provide foster parent advocacy and training services for foster parents in San Mateo County. The Foster Parent Advocate serves as a bridge between foster parents and Children and Family Services. They will investigate and work towards a resolution of any issues that arise for foster parents working with Children and Family Services, and will offer training on relevant topics.
