Amendment to the Agreement with Family Connections for child abuse prevention, intervention and family support services

RECOMMENDATION:

Adopt a Resolution:

 

    A) Waiving the Request for Proposal (RFP) Process; and

    B) Authorizing the President of the Board to execute an Amendment to the Agreement with Family Connections to provide child abuse prevention, intervention and family support services, extending the term of Agreement by one year to July 1, 2008 through June 30, 2010, increasing amount by $64,000 to $128,000, there is no Net County Cost; and

    C) Authorizing the Director of Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal because Family Connections (FC)’s pre-school and parent involvement program promotes parents’ successful participation in their families, community and schools.

BACKGROUND:

In October 2007, the Human Services Agency (HSA) issued a RFP for Child Abuse Prevention and Intervention and Promoting Safe and Stable Families (PSSF) Programs. This Contractor was selected for funding under the RFP. The County entered into Agreement with the Contractor on October 24, 2008 by Agreement 74200-09-C094.

 

DISCUSSION:

When HSA conducted the RFP process in 2007, Children's Collaborative Action Team (CCAT) was in a process of merging the System Improvement Plan and the CCAT Workplan. It is expected that this will happen in FY 2010-11. Therefore, it is the best interest of the County to waive the RFP process and extend the term of the Agreement by (1) year to June 30, 2010. A RFP will be issued for services in FY 2010-11.

This Amendment will allow Family Connections to continue to provide a cooperative model of pre-school program to low-income families with children 0-5 years old. In addition to the pre-school program, Family Connections will also provide a comprehensive parent education program designed to provide parent education and leadership development skills.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The new term of the Agreements is July 1, 2008 to June 30, 2010. The Agreement is increased by $64,000 to a total obligation of $128,000 and is funded through the Promoting Safe and Stable Families Funds. Appropriation has been included in the tentatively Adopted Budget for FY 2009-10.
