Second Amendment to the Agreement with Samaritan House for Case Management Services

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the President of the Board to execute a Second Amendment to the Agreement with Samaritan House to continue to provide Case Management services, extending the term by one year to June 30, 2010, increasing the amount by $40,000, to $120,000; $40,000 is Net County Cost; and

 

B.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In July 2007, the Human Services Agency Center on Homelessness allocated $40,000 for a pilot project to develop an intensive and comprehensive Case Management service and follow-up services to the clients who are at risk of homelessness and residing in Northern, Central, and Southern cities of San Mateo County coastal areas. On July 10, 2007, the County Manager’s Office (CMO) approved an Agreement with Samaritan House (Agreement Number 71000-08-C057) in the amount of $40,000 for the term of July 1, 2007 to June 30, 2008. In June 2008, CMO approved an Amendment to the Agreement, increasing the total obligation to $80,000 and extending the term of the Agreement to June 30, 2009. Since June 2007, the Samaritan House Case Manager has provided intensive Case Management services to sixty seven (67) households at risk of homelessness. The program assisted clients by collaborating with other agencies located in San Mateo County’s costal areas to provide the following services: shelter, permanent housing, emergency food services, rental assistance, connection to the main stream benefits, employment services, and disability benefits.

 

DISCUSSION:

Samaritan House has agreed to continue to collaborate with other agencies and continue to provide the intensive Case Management services by providing a one-half

(.5) dedicated Case Manager to clients at risk of homelessness. The purpose of this Second Amendment is to ensure cooperation in the continuous development of a comprehensive, coordinated, collaborative, and interagency Case Management program that will focus on homelessness prevention.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits. This Agreement has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s insurance coverage.

 

FISCAL IMPACT:

This Second Amendment to the Agreement with Samaritan House adds $40,000, for a total obligation of $120,000. The term is extended by one year for a new term of July 1, 2007 to June 30, 2010. Appropriation for this Second Amendment will be included in the Recommended Budget for FY 2009-10. The $40,000 is Net County Cost.
