Amendment to the Agreement with Shelter Network

 

RECOMMENDATION:

Adopt a Resolution:

    A. Authorizing the President of the Board to execute an Amendment to the Agreement with Shelter Network to continue to provide Outreach Case Management services, extending the term by one (1) year to June 30, 2010, increasing the amount by $80,000 to $157,917; $80,000 is Net County Cost; and

    B. Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more the $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing outreach, engagement, and Case Management services to homeless clients for the purpose of exiting homelessness, accessing appropriate supportive services, and increasing self-sufficiency.

* Program capacity is to serve 30 unduplicated clients utilizing one and one-half (1 & .5) Full Time Equivalent (FTE) Outreach Case Managers. Services can not be expanded beyond the maximum capacity.

 

BACKGROUND:

In April of 2008, the Human Services Agency released a Request For Proposal to provide Outreach Case Management services in Southern San Mateo County. After reviewing the proposals, Shelter Network was selected as most qualified to provide these services. Established in 1987, Shelter Network is a leader in providing shelter, housing, Case Management and other services for homeless individuals and families in San Mateo County. On August 25, 2008, the County Manager’s Office approved an Agreement with Shelter Network (Agreement Number 75000-09-C097) in the amount of $77,917 for Case Management services for the term of August 1, 2008 to

June 30, 2009.

 

DISCUSSION:

This Amendment to the Agreement with Shelter Network, will allow Shelter Network to continue to provide Outreach Case Management Services by providing one and one-half (1 & .5) Full Time Equivalent (FTE) Outreach Case Managers dedicated to serving the homeless population in Southern San Mateo County (East Palo Alto, East Menlo Park and Redwood City), also known as HOT (Homeless Outreach Team - South). Case Management services will include: conducting street outreach, engaging homeless persons, and providing extensive Case Management services in order to get the clients into housing and connected to eligible benefits. Once housing is secured, the Case Managers will continue to deliver support services to help retain housing and encourage self-sufficiency.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

This Amendment to the Agreement with Shelter Network adds $80,000, for a total obligation of $157,917. The term of the Agreement is extended by one year for a new term of August 1, 2008 to June 30, 2010. Appropriation for this Amendment will be included in the Recommended Budget for FY 2009-10. The amended amount of $80,000 is Net County Cost.
