Amendment No. 3 to the Agreement with Christine Doniger

 

RECOMMENDATION:

Adopt a Resolution:

    1. Authorizing the President of the Board to execute Amendment No. 3 to the Agreement with Christine Doniger for consulting services to extend the term end date to June 30, 2010, and add up to $157,000 for a new total maximum fiscal obligation of $306,000.

This Agreement will support Vision Goal 22 by providing the Information Technology (IT) expertise necessary as departments work together to support the County’s payroll system and add functionality.

This Agreement provides a resource essential to maintaining and increasing functionality used by all departments within the County’s payroll system and supports ISD’s performance measure on the number of cross-departmental projects.

BACKGROUND:

In October 2008, the County’s Personnel Information and Payroll System (PIPS) was migrated off the County mainframe onto a platform hosted by the vendor, Integral. Until recently, the County PIPS team, including Ms. Doniger, has been focused on post-migration support and finalizing all migration efforts. During this time, support activities and functional enhancements to PIPS had been suspended. On December 16, 2008, the Board of Supervisors approved an Amendment to the existing Agreement with Ms. Doniger and waived the Request for Proposals process.

 

DISCUSSION:

With the successful migration of PIPS to the hosted location we are now ready to begin work on the PIPS enhancements and projects as recommended by the Countywide Payroll Steering Committee. Ms. Doniger will provide assistance to the County’s PIPS team as we work to provide routine maintenance, enhancements and application support. She will work on fixing known problems and providing functionality enhancements.

 

Ms. Doniger has obtained an extensive knowledge of County payroll processes, specifically related to PIPS, during her years providing services under the Agreement. She has supported PIPS for other clients and understands where efficiencies can be applied.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance, and County Counsel has reviewed and approved these documents as to form.

 

FISCAL IMPACT:

The amended term of this Agreement is from November 1, 2007, to June 30, 2010. The new total maximum fiscal obligation under this Agreement is $306,000. Funds are included in ISD’s FY 2009-10 Recommended Budget.
