Amendment No. 2 to the Agreement with Verinon Technology Solutions, Ltd

 

RECOMMENDATION:

Adopt a Resolution:

    1. Authorizing the President of the Board to execute Amendment No. 2 to the Agreement with Verinon Technology Solutions, Ltd for consulting services to extend the term end date to June 30, 2010, and add up to $170,000 for a new total maximum fiscal obligation of no more than $255,000; and

    2. Authorizing the Chief Information Officer or his designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement will support Goal 22 by supporting interoperable data stores that will be used for Countywide reporting.

 

This Agreement provides a resource to support Countywide reporting needs that relate to ISD’s performance measure on the number of cross departmental projects.

BACKGROUND:

Over the past five years the County has increased its use of data warehousing and analytical reporting. The Human Services Agency (H.S.A.) and the Health System both use data warehousing for client reporting and trend analysis. The Applicable Client Record Store (ACRS) which allows for cross-departmental reporting has been identified as a Countywide priority in the next few years. The rate at which new services in this area will occur is declining, yet the need to maintain current systems remains. A recruitment for this position was opened, but was suspended until the County has a clear, sustainable need for a full-time equivalent position. On February 2, 2009, the County Manager approved Amendment No. 1 and waived the Request for Proposals process.

 

DISCUSSION:

The two major data warehouses in the County – SHARP for the H.S.A. and Health Client Data Store (HCDS) for the Health System - provide the platform required for cross-functional complex reporting and will continue to require support. Ms. Perumala, from Verinon Technology Solutions, has provided high quality support services to the County. She has been able to meet customer needs for providing reports, analytics, dashboards, predictive analyses, and scorecards. She has experience with the County’s toolsets to include Business Objects and both data warehouses.

 

Ms. Perumala has obtained an extensive knowledge of County data warehousing and reporting during her time providing services under this Agreement and when she sub-contracted through CompuCom Systems.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance, and County Counsel has reviewed and approved these documents as to form.

 

FISCAL IMPACT:

The amended term of this Agreement is from February 2, 2009, to June 30, 2010. The new total maximum fiscal obligation under this Agreement is $255,000. Funds are included in ISD’s FY 2009-10 Recommended Budget.
