Submission of FY 2009-10 Comprehensive Multi-Agency Juvenile Justice Plan

 

RECOMMENDATION:

    Adopt a Resolution:

 

    A. Authorizing the submission of the FY 2009-10 Juvenile Justice Crime Prevention Act (JJCPA) Application for the continuation of funding and/or substantive modification to the Comprehensive Multi-Agency Juvenile Justice Plan (CMJJP) to receive the State JJCPA funding; and

 

    B. Authorizing the Chief Probation Officer to accept and sign the approved FY 2009-10 CMJJP.

The Resolution contributes to this commitment and goal by allowing receipt of State JJCPA funding that will be used to support delinquency prevention programs that involve collaborations with County agencies and community-based organizations and involve effective collaborations and strategic approaches to public safety issues in the County.

BACKGROUND:

The California Department of Corrections and Rehabilitation Corrections Standards Authority (CSA) are responsible for administering the Juvenile Justice Crime Prevention Act (JJCPA). The JJCPA supports probation programs that have proven effective in reducing crime and delinquency among at-risk youth and serves approximately 2,100 youth in San Mateo County. These programs include educational tutoring, anger management, cognitive skills learning, drug and alcohol counseling, mental health counseling, and life skills learning. Program performance is monitored by National Council on Crime and Delinquency (NCCD), a third-party evaluator, and is reported to the CSA annually.

 

DISCUSSION:

The FY 2009-10 CMJJP was developed and approved by the County’s Juvenile Justice Coordinating Council that addresses gaps in the County’s umbrella of services to at-risk youth and is an integral part of Juvenile Justice System in San Mateo County. In order to obtain continued JJCPA funding, CSA requires the submission of an annual application including any modifications to the CMJJP.

 

This Resolution makes the following assurances required by JJCPA legislation: that the Board of Supervisors and the Juvenile Justice Coordinating Council have reviewed and approved the CMJJP in the format determined by CSA; and that the County will adhere to Chapters 353 and 475 of the Government Code.

 

County Counsel has reviewed and approved the Board memo and Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with the adoption of this Resolution.
