SUBJECT:

Maguire Correctional Facility Outdoor Recreation Deck Resurfacing

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Awarding and authorizing the President of the Board of Supervisors to execute a contract with CAWC Waterproofing & Restoration in the amount of $68,800 for the Maguire Correctional Facility Outdoor Recreation Deck Resurfacing; and

 

2.

Authorizing the Director of Public Works to execute contract change orders up to a maximum aggregate amount of $10,000, or approximately 15% of the contract amount.

Adoption of the proposed resolution contributes to this commitment and goal by sustaining a major building system for the benefit of the individuals housed at this facility.

 

BACKGROUND:

PREVIOUS BOARD ACTION

Adopted Resolution No. 070027 on March 31, 2009, which adopted plans and specifications, including conformance with prevailing wage scale requirements, and called for sealed bids for the above referenced project.

 

History

The proposed project will provide new deck coating and wall flashing at a 4th floor outdoor recreation area as well as a smaller 2nd floor outdoor recreation area. Both areas currently leak during seasonal rains.

 

DISCUSSION:

On Tuesday, May 5, 2009, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

CAWC Waterproofing & Restoration

800 Burlway Road

Burlingame, CA 94010

 

at $68,800 was the lowest bid received.

 

A summary of the bids received is attached as Exhibit “A.”

 

CWAC Waterproofing & Restoration’s bid is $58,200 lower than the next bid received. Staff reviewed the work with CWAC Waterproofing & Restoration and determined their bid accurately reflects the costs for the work.

 

Staff has reviewed the bid documents and has determined that the Equal Employment program submitted by CAWC Waterproofing & Restoration is in accordance with the current Equal Employment guidelines and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

A General Fund appropriation has been established in the 2009/2010 Capital Projects Budget to support this project.
