Freight Loading Zones in the Public Right-of-Way in North Fair Oaks, Unincorporated Redwood City Area

 

RECOMMENDATION:

Adopt a resolution amending the designating of Freight Loading Zones in the Public Right-of-Way on Stanford Avenue in North Fair Oaks, unincorporated Redwood City Area.

The adoption of the proposed resolution will enhance pedestrian safety by moving the location of trucks, which are being loaded or unloaded, further from the intersection and thus increase visibility.

 

BACKGROUND:

Section 22507 of the California Vehicle Code and Chapter 7.28 of the County Ordinance Code allow the Board of Supervisors to adopt resolutions that establish parking zones that prohibit or restrict the stopping, parking, or standing of vehicles. The parking regulations and restrictions for loading zones are generally included in Resolution No. 68090, which was adopted by the Board on June 20, 2006.

 

DISCUSSION:

This resolution would amend the list of parking restrictions for loading zones that are included in Resolution No. 68090. The proposed parking zone listed in Attachment A meets the Department of Public Works' criteria for this item. These criteria are summarized in Attachment B. Relocating the loading zone will benefit the business owner by allowing him to load and unload his freight at a location adjacent to his roll-up door. Property owners within 300 feet of the proposed location or the entire block, whichever was greater, were notified of the date and time of the Board’s meeting when these items will be considered. In addition, local community groups were likewise notified.

 

To date, no objections or letters of support have been received.

 

The location of parking zones on County maintained streets are currently shown on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for traffic regulations is part of the administrative cost associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and/or marking parking regulations varies, but averages approximately $550 per parking zone. The cost of these speed control devices and markings will be financed with Road Funds.

 

There will be no impact to the General Fund.
