BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, SITTING AS THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AMENDING THE HOUSING AUTHORITY OF THE COUNTY OF SAN MATEO’S CAPITAL FUND STIMULUS GRANT PROCUREMENT POLICY

RESOLVED, by the Board of Supervisors of the County of San Mateo, sitting as the Board of Commissioners of the Housing Authority of the County of San Mateo (HACSM), State of California, that

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has awarded $366,511 in Capital Fund Stimulus Grant funds to HACSM under the American Recovery and Reinvestment Act (ARRA);

WHEREAS, guidance in HUD Notice PIH 2009-21(HA) provides the procurement requirements for receipt of ARRA grant funds, including but not limited to prioritizing Capital Fund Stimulus Grant projects awarded on bids within 120 days from February 17, 2009, and exempting Capital Fund Stimulus Grants from state and local procurement requirements, which accordingly necessitates that HACSM amend its procurement policy to bring it into conformance with these requirements;

WHEREAS, in accordance with HUD Notice PIH 2009-21(HA), HACSM amended its current procurement policy in order to comply with HUD Notice PIH 2009-21(HA) concerning the use of ARRA Capital Funds;

WHEREAS, the amended policy is to be applicable only to procurements under the ARRA Capital Fund Stimulus Grant;

WHEREAS, this Board is authorized to approve the Capital Fund Stimulus Grant Procurement Policy Amendment;

WHEREAS, there has been presented to the Board of Commissioners for its consideration and acceptance the Capital Fund Stimulus Grant Procurement Policy Amendment reference to which is hereby made for further particulars, and the Board has examined and approved the same as to form and content.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Commissioners of the Housing Authority of the County of San Mateo, approves the Capital Fund Stimulus Grant Procurement Policy Amendment.
