BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, SITTING AS THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION
1) AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF HOUSING TO EXECUTE CONTRACT DOCUMENTS WITH CERIDIAN BENEFITS SERVICES TO PROVIDE FLEXIBLE SPENDING ACCOUNT (FSA) SERVICES TO HOUSING AUTHORITY EMPLOYEES, AND;
2) AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF HOUSING TO SIGN AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING (MOU) WITH THE AMERICAN FEDERATION OF STATE, MUNICIPAL AND COUNTY EMPLOYEES (AFSCME) COUNCIL 57

RESOLVED, by the Board of Supervisors of the County of San Mateo, sitting as the Board of Commissioners of the Housing Authority of the County of San Mateo, State of California, that

 

WHEREAS, the Housing Authority of the County of San Mateo (HACSM) employs forty-five staff as a separate and distinct employer within the County’s Department of Housing; and

 

WHEREAS, the HACSM MOU with AFSCME calls for the exploration of the feasibility of establishing a Flexible Spending Account benefit for HACSM employees during the current term of the MOU; and

 

WHEREAS, a process has been conducted to select Ceridian Benefits Services as the best qualified provider of FSA plan services; and

 

WHEREAS, AFSCME officials have agreed to replace the MOU’s current medical co-pay hardship provisions with the new FSA plan.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED AS FOLLOWS: (1) This Board of Commissioners of the Housing Authority of the County of San Mateo authorizes the Director of the Department of Housing to execute an agreement with Ceridian Benefits Services for provision of administrative services of the Flexible Spending Plan for HACSM employees. (2) This Board of Commissioners of the Housing Authority further authorizes the Director of the Department of Housing to execute an amendment to the MOU with AFSCME replacing the medical co-pay hardship fund with a Flexible Spending Account plan.
