RESOLUTION 1) WAIVING THE REQUEST FOR PROPOSALS PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH KEVIN W. HARPER CPA & ASSOCIATES TO PROVIDE SUPPORT AND ASSISTANCE TO THE INTERIM CHIEF FINANCIAL OFFICER AND MANAGER OF ACCOUNTING AT SAN MATEO MEDICAL CENTER FOR A TERM OF JANUARY 1, 2009 THROUGH DECEMBER 31, 2009, FOR A MAXIMUM FISCAL OBLIGATION OF $249,680; AND 3) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.
RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
WHEREAS, Ordinance Code Section 2.83.170 authorizes the Board of Supervisors to waive the Request for Proposals (RFP) process in any situation where the Board determines that the best interest of the County would be served without the necessity of formal proposals; and
WHEREAS, San Mateo Medical Center (SMMC) has two critical staff vacancies: Chief Financial Officer (CFO), which is currently being filled by a contract Interim CFO, and Controller; and
WHEREAS, the Manager of Accounting requires high level assistance on a consistent basis; and
WHEREAS, Kevin W. Harper CPA & Associates (Kevin Harper) has contracted with the County in the past and is therefore knowledgeable and experienced with SMMC financials; and
WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with Kevin Harper, reference to which is hereby made for further particulars, whereby Kevin Harper will provide support and assistance to the Interim CFO and Manager of Accounting for the term January 1, 2009 through December 31, 2009, for a maximum fiscal obligation of $249,680; and
WHEREAS, this Board has considered this Agreement, and has approved it as to both form and content, and desires to enter into it.
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County requirement for the Request for Proposals process for support and assistance to the CFO and Manager of Accounting at SMMC is hereby waived.
BE IT FURTHER RESOLVED that the President of the Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
BE IT FURTHER RESOLVED that the Chief of the Health System or designee shall be authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
