RESOLUTION AUTHORIZING:

1.

AN AGREEMENT WITH THE CITY AND COUNTY OF SAN FRANCISCO FOR THE DISTRIBUTION OF FUNDING TO THE COUNTY OF SAN MATEO AS PART OF THE FY 07 PUBLIC SAFETY INTEROPERABLE COMMUNICATIONS GRANT PROGRAM, IN THE AMOUNT OF $3,112,912, NO NET COUNTY COST

THE SHERIFF OR HIS DESIGNEE TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS, IN AN AMOUNT NOT TO EXCEED $25,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County of San Mateo has been awarded federal funding by the Department of Homeland Security (DHS) through the California Governor’s Office of Homeland Security (OHS), for which the City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for the distribution of the funds; and

WHEREAS, the DHS has awarded these grant funds to the Bay Area Urban Area Security Initiative (UASI) to supplement Interoperable Communications within the region through a multi-phased initiative which includes public safety and transportation partners to achieve a 700/800 MHz network throughout the region; and

WHEREAS, the San Francisco Department of Emergency Management (SFDEM) has been designated to serve as the local fiscal agent of the FY07 PSIC Program award; and

WHEREAS, the County of San Mateo which is one of the regional partners in Urban Area Security Initiative (UASI) has been selected to partner with the City and County of San Francisco to receive a portion of the funding from the FY07 Public Safety Interoperability Communication (PSIC) Grant; and

WHEREAS, as part of the FY07 PSIC grant requirements, the County of San Mateo must enter into an Agreement and approve the Grant Assurances with the City and County of San Francisco to receive a portion of the grant award, in the amount of Three Million One Hundred Twelve Thousand Nine Hundred Twelve Dollars ($3,112,912), which includes $622,582 of County matching funds; and

WHEREAS, the money has been designated to fund the build out of a 700 MHz public safety radio overlay within the boundaries of San Mateo County and to form the basis of a common communications platform with regional partner’s to enhance local and regional interoperability in alignment with the Bay Area Regional Plan; and

WHEREAS, this Board has been presented with a form of such Agreement, and has examined and approved same as to both form and content, and desires to enter into same:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

1.

President of this Board of Supervisors be, and is hereby authorized to execute an Agreement with the City and County of San Francisco, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; and

2.

Sheriff or Sheriff’s designee is hereby authorized to execute amendments and minor modifications to this Agreement not to exceed an aggregate of $25,000, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
