SUBJECT:

Agreements No. ES-0809-08 and NS-0809-08 with the California Department of Aging

 

RECOMMENDATION:

1.

Adopt a Resolution:

A.

Authorizing the President of the Board to execute Agreements No. ES-0809-08 (Employment Stimulus) for the term April 1, 2009 through June 30, 2010, in the amount of $41,416 and NS-0809-08 (Nutrition Stimulus) for the term April 1, 2009 through September 30, 2010, in the amount of $200,847 with the California Department of Aging for American Recovery and Reinvestment Act of 2009 funding for Older Americans Act Title V and Title III C for a total amount of $242,263; and

   

B.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the funding amount by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $78,616 and increasing appropriations in Provider Services Programs for FY 2008-09.

Goal 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

Older Americans Act (OAA) funding contributes to this commitment and goal by allowing Aging and Adult Services (AAS) to continue to provide services to at-risk individuals that help them remain in the most independent setting possible. With the assistance of the services provided through Title V and Title III C we have met this measure as a Division.

BACKGROUND:

On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). ARRA contained funding for a variety of programs that support Americans during challenging economic times. The law included funding to support the Title III C Elderly Nutrition Program services including nutritious meals, nutrition education, and other appropriate nutrition services for older Americans in order to maintain health, independence and quality of life. The California Department of Aging was awarded Nutrition Stimulus funds which have been allocated to the County to provide meals to seniors in need of food, to restore congregate and home-delivered nutrition services, and to staff positions that have been eliminated or reduced.

 

In addition to the Nutrition Stimulus funds, ARRA also included Employment Stimulus funds. Employment Stimulus funds were awarded to the California Department of Aging and have been allocated to the County for use in the Senior Community Service Employment Program (SCSEP). The intent of these funds is to preserve and create jobs, assist those most impacted by the recession, and promote national economic recovery.

 

DISCUSSION:

These Agreements with the California Department of Aging allow AAS to receive federal stimulus funds for the OAA Title V and Title III C programs. To enhance the Congregate Nutrition Program and the SCSEP services in our County, 90% of the stimulus funds will be passed on to the community providers. The remaining 10% will be used to help cover the administrative costs to the County for these State-funded programs.

 

County Counsel has reviewed and approved the Agreements and Resolution as to form.

 

FISCAL IMPACT:

Execution of these Agreements with CDA allows the County to claim its allocation of OAA funding for Title V in the amount of $41,416 for the term April 1, 2009 through June 30, 2010, and Title III C in the amount of $200,847 for the term April 1, 2009 through September 30, 2010. The total amount of these Agreements is $242,263 comprised of federal funds. Funds for FY 2009-10 will be included in the AAS FY 2009-10 Recommended Budget. There is no Net County Cost.
