Agreement with Prins, Williams & Associates, LLC

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with Prins, Williams & Associates, LLC to provide research and evaluation services for the term July 1, 2009 through June 30, 2010, for a maximum obligation of $244,533; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Prins, Williams & Associates, LLC has provided research and evaluation services for BHRS since 1999. In April 2007 BHRS issued a Request for Proposals to select a provider of research and evaluation services. Prins, Williams & Associates, LLC (PWA) submitted a proposal and was selected to provide these services. On June 17, 2008, your Board approved Resolution 68962, authorizing an Agreement with PWA for FY 2008-09.

 

DISCUSSION:

BHRS is contracting with PWA for FY 2009-10 to provide research, analysis, and evaluation services. Federal and State programs require BHRS to submit evaluations and reports on program outcomes. These requirements have increased as a result of the Mental Health Services Act (MHSA) to include evaluation design, analysis, and reporting on new initiatives to improve access to underserved populations. In addition, BHRS will use PWA to monitor progress on the initiatives that require integrating data from separate mental health, and drug and alcohol information systems.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2010. The maximum obligation for the Agreement is $244,533. Of that amount, Medi-Cal will fund $99,847, and Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds will fund $44,839. The balance of $99,847 will be funded by sales tax through realignment. There is no Net County Cost. Funds for these services are included in the BHRS FY 2009-10 Recommended Budget.
