Agreement with R House

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with R House for the provision of Day Treatment Rehabilitation Services, medication support services and mental health services for the term July 1, 2009 through June 30, 2010, for a maximum obligation of $126,600; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

VISION ALIGNMENT:

Goal 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

The Agreement contributes to this commitment and goal by providing mental health services to seriously emotionally disturbed youth in order to maintain them in the least restrictive setting.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of intensive mental health services for youth is one established level of care. The services provided in this Agreement contribute to this measure.

BACKGROUND:

R House, based in Santa Rosa, California, provides Day Treatment Rehabilitation services (five days per week), medication support services and mental health services to San Mateo County youth placed in its program. These services are provided in compliance with State regulations. During FY 2008-09, an Agreement between R House and San Mateo County was approved by the County Manager for a maximum obligation of $56,500 to cover the expenses of a San Mateo County youth placed in its residential program by the San Mateo County Probation Department.

 

Under the B-1 Administrative Memorandum, selection of providers of mental health services for clients placed in out-of-county facilities by other agencies are exempt from the requirement for a Request for Proposals (RFP) process. Since the current three client placements with R House have been made by the San Mateo County Probation Department, the selection of a provider for these services is exempt from the RFP process requirement.

 

DISCUSSION:

The Agreement with R House is for the provision of Day Treatment Rehabilitation Services, medication support services and other mental health services for a number of San Mateo County youth.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2010, and the maximum obligation for the term is $126,600. Of that amount it is anticipated that Medi-Cal will fund $63,300 and SB 90 will fund the remaining $63,300. There is no Net County Cost. Funds for these services have been included in the BHRS FY 2009-10 Recommended Budget.
