Amendment to the Agreement with Blood Centers of the Pacific

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Blood Centers of the Pacific to provide blood and blood products to San Mateo Medical Center for the term January 1, 2008 through December 31, 2008, increasing the maximum amount payable by $50,000, for an amount not to exceed $721,748.

The Agreement contributes to this commitment and goal by providing blood, blood components, and blood derivatives to County patients at San Mateo Medical Center (SMMC).

BACKGROUND:

On May 6, 2008, your Board approved an Agreement with Blood Centers of the Pacific to provide blood and blood products to SMMC. The maximum amount of the Agreement was $671,748, and the term of the Agreement was January 1, 2008 through December 31, 2008.

 

DISCUSSION:

In an effort to maintain costs near the previous year’s level, blood product usage and ordering practices at SMMC continue to be monitored for better utilization. For the 2008 contract term, there are $50,000 in invoices still to be paid. The increase in cost is largely due to the increase in patient volume and need for blood and blood products at SMMC during 2008. This increase was factored into the 2009 contract.

The maximum amount of the Agreement with Blood Centers of the Pacific requires an increase of $50,000 to enable SMMC to pay for the costs incurred which exceed the maximum amount of the original Agreement.

This Amendment and associated payments for services were delayed because of significant turnover in key financial staff.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

County Counsel has reviewed and approved this Amendment.

 

FISCAL IMPACT:

The term of the Agreement is one year, January 1, 2008 through December 31, 2008. The amendment increases the maximum amount of the Agreement by $50,000, to $721,748. Funds to pay for these services are included in the SMMC FY 2008-09 Adopted Budget. Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC.
