SUBJECT:

Agreement with the Peninsula Library System for the Community Information Program

 

RECOMMENDATION:

Adopt a Resolution:

 
 

A. Waiving the Request for Proposal (RFP) process; and

   
 

    B. Authorizing the President of the Board to execute an Agreement with the Peninsula Library System for operation of the Community Information Program (CIP) in the amount of $200,000 for the term of July 1, 2009 to June 30, 2010; Net County Cost is $60,000; and

   

    C. Authorizing the Director of the Human Services Agency or her designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more then $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal as the Community Information Program (CIP) continues to develop, maintain and make available information about all health and human resources, through publications and the web-site, to County leaders, providers, educators and the general public. This access to up-to-date information and materials is essential for all who work to improve the quality of life in the San Mateo County.

BACKGROUND:

The services of an information and referral clearinghouse are needed in order to provide information and referrals to community members through the web and print publications.

For more than ten years, CIP has been the primary information and referral service available in San Mateo County.

 

DISCUSSION:

This Agreement will provide information to all members of the community who are interested in social services and community resources. The Contractor can also serve as a linkage between the service providers including government agencies and the community.

 

CIP is the principle source of information and referral assistance to human service providers, County departments and staff, as well as non-profit agencies. At this time there is no comparable information and referral service available in San Mateo County, therefore, this Contractor should be considered a sole-source provider and it is in the best interest of the County to waive the RFP process.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Agreement as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

This Agreement with the Peninsula Library System for CIP is in the amount of $200,000 for the term of July 1, 2009 to June 30, 2010. The amount of $140,000 will be cost applied to operational programs within HSA and costs claimed to various funding sources. The remaining amount of $60,000 is Net County Cost. Appropriations will be included in the Recommended Budget FY 2009-10.
