Agreement with San Mateo County Community College District (SMCCCD)

for the Independent Living Skills Program (ILP)

 

RECOMMENDATION:

Adopt a Resolution:

 

    A. Waiving the Request for Proposal (RFP) process; and

    B. Authorizing the President of the Board to execute an Agreement with SMCCCD to provide Independent Living Skills Program (ILP) classes, for the term of July 1, 2009 through June 30, 2012, in the amount of $450,000, $135,000 is Net County Cost; and

 

    C. Authorizing the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by teaching foster youth life skills that are essential for successful transition to adulthood. The skills that foster youth gain will greatly contribute towards helping them achieve greater independence and a better quality of life.

BACKGROUND:

Since September of 2004, SMCCCD has been providing ILP training courses at their Community College campus. The ILP program offers training to foster youth ages 14-19 on critical skills that are essential for them to successfully transition to adulthood.

 

The Human Services Agency (HSA) issued a Request for Proposal (RFP) in August 2008 for ILP services and received one response that did not meet the demands of the program. A new RFP was issued in January 2009, and HSA received one incomplete proposal. (See Exhibit A - RFP Matrixes attached).

 

DISCUSSION:

HSA unsuccessfully conducted two RFP processes to solicit providers in FY 2008-09. SMCCCD has agreed to continue providing ILP classes for the term of this Agreement.

SMCCCD will offer ILP classes and provide education, employment and life skills training for foster youth. The ILP classes will focus on educational/vocational training, college placement and financial aid, social skills, financial skills and money management, computer training, and health/nutrition issues. Separate classes will be offered for freshmen, sophomores, juniors, seniors to ensure classes are appropriately targeted for each age group.

 

It is in the best interest of the County to waive the RFP process as HSA has found no suitable providers through two RFP processes and SMCCCD is willing to continue services for an additional three years.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement as to form and Risk Management has approved Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2012 and the total obligation is $150,000 per each fiscal year, for a total of $450,000. The Agreement is funded $315,000 through state funds and $135,000 is Net County Cost. Appropriation is included in the FY 2009-10 Recommended Budget and will be included in the FY 2010-11 and FY 2011-12 Recommended Budgets.
