BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE THE AGREEMENT WITH THE PENINSULA LIBRARY SYSTEM FOR THE ADMINISTRATION OF THE COMMUNITY INFORMATION PROGRAM (CIP) IN THE AMOUNT OF $200,000 FOR THE TERM OF JULY 1, 2009 TO JUNE 30, 2010; NET COUNTY COST IS $60,000; AND C) AUTHORIZING THE DIRECTOR OF HUMAN SERVICES AGENCY OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the services of an information clearing house are needed in order to provide information and referrals to community members through the web and print publications; and

WHEREAS, the Human Services Agency wishes to contract with the Peninsula Library System in the amount of $200,000 for the term of July 1, 2009 to June 30, 2010 to provide CIP staffing and materials to operate a centralized information and referral system on behalf of HSA and the San Mateo County community; and

WHEREAS, CIP is a sole-source provider in San Mateo County to provide information and referral assistance to human service providers, County departments and staff, as well as non-profit agencies, therefore, it is in the best interest of the County to waive the RFP process; and

WHEREAS, the Board of Supervisors is being asked to authorize the Director’s Designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal (RFP) Process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C) The Director of Human Services Agency or the Director’s Designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
