BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH SAN MATEO COUNTY COMMUNITY COLLEGE DISTRICT (SMCCCD) TO PROVIDE INDEPENDENT LIVING SKILLS PROGRAM (ILP) CLASSES, FOR THE TERM OF JULY 1, 2009 THROUGH JUNE 30, 2012, IN THE AMOUNT OF $450,000, $135,000 IS NET COUNTY COST; AND C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, The Human Services Agency (HSA) issued a RFP in August 2008 for ILP services and received one response that did not meet the demands of the program, and a new RFP was issued in January 2009, and HSA received one incomplete proposal; and

WHEREAS, It is in the best interest of the County to waive the RFP process to contract with SMCCCD as HSA has found no suitable providers through two RFP processes and SMCCCD is willing to continue services for an additional three years; and

WHEREAS, SMCCCD will offer ILP classes and provide education, employment and life skills training for foster youth; and

WHEREAS, the Board of Supervisors is being asked to authorize the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the A. The RFP Process is waived; and

B. The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

C. The Director of the Human Services Agency or the Director's designee is authorized to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
