RESOLUTION AUTHORIZING:

1.

THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AGREEMENTS WITH THE CITY AND COUNTY OF SAN FRANCISCO FOR THE DISTRIBUTION OF FEDERAL FISCAL YEAR 2007 AND 2008 UNITED STATES DEPARTMENT OF HOMELAND SECURITY SUPER URBAN AREA SECURITY INITIATIVE (SUASI) GRANT FUNDS IN THE AMOUNT OF $900,524 FOR FEDERAL FY 2007, AND $2,253,456 FOR FEDERAL FY 2008;

THE SHERIFF TO SIGN GRANT ASSURANCES AND RELATED DOCUMENTS IN CONNECTION WITH THE SUASI GRANT FUNDING THAT SUPPORTS THE NORTHERN CALIFORNIA REGIONAL INTELLIGENCE CENTER (NCRIC);

THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE COUNTY OF SAN MATEO AND THE NORTHERN CALIFORNIA HIGH INTENSITY DRUG TRAFFICKING AREA (NCHIDTA) TO EXPAND THE SERVICES PROVIDED BY THE COUNTY AND TO INCREASE THE MONEY PAID TO THE COUNTY; AND

4.

THE SHERIFF TO EXECUTE INTERAGENCY AGREEMENTS WITH AGENCIES WHICH ASSIGN STAFF TO THE NCRIC, IN ORDER TO DISBURSE THE SUASI FUNDS.

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

WHEREAS, since 1997, NCHIDTA has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on narcotics eradication; and

WHEREAS, since 2004, NCRTTAC through the NCHIDTA has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on anti-terrorism; and

WHEREAS, NCHIDTA and NCRTTAC are managed by the NCHIDTA Executive Board which has designated the San Mateo County Sheriff’s Office to serve as fiduciary and fiscal agent for the NCHIDTA; and

WHEREAS, since 2009 the NCHIDTA and NCRTTAC’s Fusion Center began doing business as the Northern California Regional Intelligence Center (NCRIC) in order to provide a clear description and single identity for the “All Crimes” Fusion Center; and

WHEREAS, the County of San Mateo has previously received federal Department of Homeland Security grant funds through the Bay Area Super Urban Area Security Initiative (SUASI) Program for which the City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for the distribution of funds; and

WHEREAS, the San Francisco Department of Emergency Management (SFDEM) has been designated to serve as the local administrator for the Fiscal Year 2007 and 2008 SUASI grant awards; and

WHEREAS, the County of San Mateo is one of the contiguous counties and mutual aid parties for the greater San Francisco urban region, and has been selected to partner with the City to receive a portion of the funding from the FY2007 and FY2008 SUASI grant; and

WHEREAS, on November 18, 2008, the County of San Mateo entered into an Agreement (Resolution No. 069807) with the City and County of San Francisco to receive a portion of the grant award, in the amount of $1,604,712, which has been designated to fund NCHIDTA and NCRTTAC Fusion Center; and

WHEREAS, the SUASI wishes to increase the distribution of FY2007 grant funds to the County of San Mateo to fund four additional law enforcement intelligence officers, a fire information officer, and three crime analysts to work on regional homeland security activities for the NCRIC Fusion Center; and

WHEREAS, the NCHIDTA Executive Board wishes to amend the MOU with the County of San Mateo to expand the services provided by County to include contracts and reimbursement for services provided by allied public safety agencies’ personnel and contractors assigned to the NCRIC Fusion Center, and to allow the County to receive additional compensation for those services; and

WHEREAS, as part of the FY2008 grant requirements, the County of San Mateo must enter into an Agreement with the City and County of San Francisco to receive a portion of the grant award, in the amount of Two Million Two Hundred Fifty Three Thousand Four Hundred Fifty Six Dollars ($2,253,456) which has been designated to fund the NCRIC projects; and

WHEREAS, the SUASI wishes to enter into a contract for the distribution of FY2008 grant funds to fund salary, benefits, overtime, travel funding and training funding for one San Mateo County Sheriff’s Deputy, six allied agency law enforcement intelligence officers, an allied public safety agency fire information officer, one private sector outreach coordination contractor, one San Mateo County Sheriff’s Fiscal Assistant, a San Mateo County Technical Services Unit Information Technology support contract and three San Mateo County Crime Analysts to work on regional homeland security activities for the NCRIC Fusion Center; and

WHEREAS, this Board wishes to authorize the Sheriff to sign grant assurances and related documents in connection with the grant funding that supports the NCRIC; and

WHEREAS, this Board has been presented with a form of such Agreements and Amendment, and has examined and approved same as to both form and content, and desires to enter into same; and

WHEREAS, this Board wishes to authorize the Sheriff to execute interagency agreements with agencies which assign staff to the NCRIC in order to disburse the SUASI funds:

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED AS FOLLOWS:

The President of the Board of Supervisors is hereby authorized and directed to execute Agreements with the City and County of San Francisco for the distribution of federal Fiscal Year 2007 and 2008 United States Department of Homeland Security Super Urban Area Security Initiative (SUASI) grant funds in the amount of $900,524 for federal FY 2007, and $2,253,456 for federal FY 2008;

The Sheriff is authorized to sign grant assurances and related documents in connection with the SUASI grant funding that supports the Northern California Regional Intelligence Center (NCRIC);

(3)

The President of the Board of Supervisors is hereby authorized and directed to execute an Amendment to the MOU between the County of San Mateo and the Northern California High Intensity Drug Trafficking Area (NCHIDTA) to expand the services provided by the County and to increase the money paid to the County; and

(4)

The Sheriff is hereby authorized to execute interagency agreements with agencies which assign staff to the NCRIC, in order to disburse the SUASI funds.
