BACKGROUND:

The Health Plan of San Mateo provides local control over administration of Medi-Cal and other related health services for residents of the County of San Mateo. The Health Plan of San Mateo’s contract with the State of California requires that the Health Plan have an Executive Director, who reports directly to the Commission. Maya Altman, an employee of the Health Department, has served as the Executive Director of the Health Plan since 2006, under an agreement between the County and the Health Plan in which the Health Plan reimburses the County for the full cost of the Executive Director’s salary, benefits, and related expenses. The term of that agreement expires on June 30, 2009, and the Health Department and the Health Plan desire to extend the agreement for one year, through June 30, 2010.

It is anticipated that during the next year, Ms. Altman will leave County employment and become an employee of the Health Plan. The amendment provides that the agreement will automatically terminate when this transition occurs.

FISCAL IMPACT:

There is no fiscal impact as the Health Plan will fully continue to reimburse the County for all expenses incurred in connection with the Executive Director’s employment.
