SUBJECT:

Resolution authorizing the Director of the Department of Housing to submit an application for Public Housing Operating Subsidy.

 

RECOMMENDATION:

Adopt a Resolution No. 2009-08:

1. Authorizing and instructing the Director of the Department of Housing to submit an application for Public Housing Operating Subsidy in the amount of $427,216 to the U.S. Department of Housing and Urban Development (HUD) for Calendar Year 2009, and

2. Authorizing the Director of the Department of Housing to execute any documents required to complete the application process.

The action contributes to this commitment and goal by using the funds to operate our public housing units and making them available for the citizens of San Mateo County.

 
 
 

BACKGROUND:

HUD makes operating subsidy funds available annually to housing authorities to assist in the operation of public housing units. The amount of funding for which each housing authority is eligible for is based upon a formula designed to partially compensate housing authorities for utility and other operating expenses that are not covered by unit rental income. HUD regulations require Board approval to submit an application for operating subsidy.

 

DISCUSSION:

The current application substantiates an allocation in the amount of $427,216. Once HUD receives subsidy applications from all of the eligible housing authorities, they will pro-rate the awards based upon the total amount of operating subsidy appropriated by Congress. Last year the pro-rated amount was 88.96% and this year it is expected to be approximately the same.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The total cost will be provided by HUD. There is no Net County Cost associated with this action.
