RECOMMENDATION
|
Acting as the Governing Board of the San Mateo County Flood Control District, adopt a resolution authorizing a contribution of $98,000 to the San Francisquito Creek Joint Powers Authority (JPA) from the San Francisquito Creek Flood Control Zone 2, which represents the San Mateo County Flood Control District’s contribution to support the JPA’s administrative budget for the 2009-10 Fiscal Year.

The Flood Control District’s participation in the JPA ensures a collaborative approach to dealing with issues involving San Francisquito Creek.

BACKGROUND
|
The JPA was created in the wake of the major flooding in February of 1998, when San Francisquito Creek overtopped its banks, and provides a vehicle for coordinating the efforts of the multiple agencies whose constituents are affected by Creek flooding. The organization is studying a variety of flood management and watershed protection programs in the Creek’s watershed, and is acting as the “Local Sponsor” for the Feasibility Study phase of the San Francisquito Creek Flood Damage Reduction and Ecosystem Restoration Project with the Army Corps of Engineers.

The Board authorized execution of a Joint Powers Agreement in May 1999, between the San Mateo County Flood Control District, the Santa Clara Valley Water District, and the Cities of East Palo Alto, Menlo Park and Palo Alto for the purpose of managing the joint contribution of services and providing policy direction on issues relating to San Francisquito Creek.

The Board has approved similar contributions to the JPA over the past eight fiscal years.

DISCUSSION
|
The five member agencies traditionally share equally in funding the administrative budget of the JPA. The JPA Board approved the FY 2009-10 budget at their March 26, 2009, meeting with the contributions from each agency being $98,000.

A resolution has been approved as to form by County Counsel.
|
|
FISCAL IMPACT
|
The JPA’s FY 2009-10 budget is financed with contributions from the member agencies. The contribution from San Mateo County Flood Control District will be $98,000.

There is no impact to the General Fund.
