Second Amendment to Agreement with Youth and Family Enrichment Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with Youth and Family Enrichment Services for the provision of alcohol and other drug services, for the term of January 1, 2008 through June 30, 2009, increasing the Bay Area Services Network allocation by $4,274, for a revised maximum obligation of $1,427,197, with no change to the Agreement term.

Goal 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

This Second Amendment to the Agreement contributes to this commitment and goal by providing individuals and families with intervention and treatment services to support their recovery, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support clients to maintain abstinence and sobriety.  The provision of substance abuse treatment services provided through this amended Agreement contributes to this measure.

BACKGROUND:

BHRS receives an annual Bay Area Services Network (BASN) allocation for Alcohol and Other Drug (AOD) treatment services through the State Net Negotiated Agreement (NNA). In the Spring of 2008 BHRS conducted a Request For Proposals (RFP) process for BASN parolee treatment services. After review, eight proposers were selected.

 

On December 4, 2007, your Board approved agreements with 11 contractors for the provision of AOD treatment services funded through the NNA for the term January 1, 2008 through June 30, 2009, including an agreement with Youth and Family Enrichment Services (YFES). On August 5, 2008, your Board approved amendments to eight agreements including the Agreement with YFES, to incorporate additional BASN-funded AOD treatment services targeted to parolees.

 

DISCUSSION:

This Second Amendment to the Agreement is now necessary to increase the BASN funding allocation for the Agreement with YFES. The funding re-allocation through this amendment will allow for maximization of BASN-funded treatment services.

 

This amended Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term for this amended Agreement remains January 1, 2008 through June 30, 2009. The Agreement maximum obligation of $1,422,923 is being increased by $4,274, for a new maximum of $1,427,197. This increase is funded in its entirety by BASN funds, which are included in the BHRS Adopted FY 2008-09 Budget. There is no Net County Cost.
