SUBJECT:

Agreement with the AIDS Community Research Consortium

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with the AIDS Community Research Consortium to provide a food program for the period of March 1, 2009 through February 28, 2010, for a maximum obligation of $158,509; and

 

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to the commitment and goal by providing health education and a food program to help improve the quality of life for people with HIV/AIDS.

BACKGROUND:

The AIDS Community Research Consortium (ACRC) has been providing a food program to San Mateo County residents affected by HIV/AIDS since 1998. The food program has enabled numerous HIV/AIDS clients to obtain proper nutrition, maintain stable and healthier lifestyles, keep medical appointments, and adhere to increasingly complex medication regimens. A Request for Proposals to provide food services to County residents affected by HIV/AIDS was released in December 2006, and ACRC was selected to provide these services.

 

On September 11, 2007, your Board approved an Agreement with ACRC for $238,428 to provide a food services program for the period of March 1, 2007 through February 29, 2008, and on December 26, 2007, the Director of the Health Department approved Amendment One to increase the amount of the Agreement by $25,000 and extended the term of the Agreement to June 30, 2008. Subsequently on May 6, 2008, your Board approved Amendment Two, which increased funding for the food program by $87,722 and extended the term of the Agreement to February 28, 2009.

 

DISCUSSION:

On February 24, 2009, your Board approved a resolution to continue payments to ACRC for the period of March 1, 2009 through June 30, 2009. The County has received funding in the amount of $158,509, from the Ryan White Treatment Modernization Act to provide a food program, enabling the County to enter into this Agreement.

 

County Counsel and Risk Management have reviewed and approved this Agreement.

 

Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2009 through February 28, 2010. The Ryan White Treatment Modernization Act has awarded the County funds to fully cover the services provided under this Agreement. The maximum obligation for the Agreement is $158,509. Funds in the amount of $52,836 are included in the Public Health FY 2008-09 Adopted Budget and $105,673 are included in the Public Health FY 2009-10 Recommended Budget. There is no Net County Cost associated with this Agreement.
