Agreement with Heart and Soul

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals requirement for consumer-run peer-support services; and

 

2) Authorizing the President of the Board to execute an Agreement with Heart and Soul for the provision of consumer-run peer-support services for the term July 1, 2009 through June 30, 2010, for a maximum obligation of $356,901; and

 

3) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Consumer-operated self-help/peer-support services have been identified in the President's New Freedom Commission on Mental Health Report as critical components of effective community mental health systems. They are also cited as a key service strategy in the Mental Health Services Act requirements. These services are essential to supporting consumers as they progress through all phases of wellness/recovery, including periods of relapse. Peer-support services are cost effective and have been found to reach and engage mental health clients who otherwise may not be able to or choose not to participate in community activity programs on their own. San Mateo County has a long history of supporting these services. In the fall of 2004 Caminar was selected through a Request for Proposals (RFP) process to provide administrative and organizational support for the development of an independent 501(c)(3) consumer-run organization (CRO) known as “Heart and Soul,” an organization responsible for providing consumer peer-support and self-help services in San Mateo County. Behavioral Health and Recovery Services (BHRS) has contracted with Caminar for these services since March of 2005.

 

DISCUSSION:

Heart and Soul has developed the capacity to operate as an independent provider of consumer-run peer-support services, and BHRS now recommends contracting directly with them for these services. Currently Heart and Soul is providing peer-support services at five locations in the County. Stigma reduction informational presentations will also be provided by this contractor.

 

BHRS is requesting a waiver of the RFP process for this Agreement in order to contract with this unique provider of these services.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2010. The Agreement maximum of $356,901 is included in the BHRS FY 2009-10 Recommended Budget. Sales tax through realignment will fund 100% of the cost. There is no Net County Cost.
