RECOMMENDATION:
|
Adopt a Resolution:
|
1) Authorizing the President of the Board to execute an Agreement with Lovella Caluya-Diaz, M.D. for the provision of psychiatry services for the term July 1, 2009 through June 30, 2011, for a maximum obligation of $180,968; and
|
|
|
2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
Behavioral Health and Recovery Services (BHRS) has found it difficult to fill adult psychiatrist positions in San Mateo County due to the high cost of living. Under Administrative Memorandum B-1, agreements with physicians are exempt from the requirement for a Request for Proposals process. BHRS runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Caluya-Diaz was selected from candidates who responded to those advertisements in 1999 and has contracted with BHRS since that time.

DISCUSSION:
|
Dr. Caluya-Diaz will provide psychiatry services to clients of the Pre-To-Three Program. Services will include: admission assessments and treatment planning, psychiatric and psychopharmacological treatment of clients, consultation with clinical staff and affiliated providers, and participation in clinical case conferences.

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:
|
The term of the Agreement is July 1, 2009 through June 30, 2011. The Agreement maximum is $180,968 for the two-year term. For FY 2009-10 the budgeted maximum is $89,146 which has been included in the BHRS FY 2009-10 Recommended Budget. Of that amount, Medi-Cal revenue will fund $24,961, and First Five will fund $59,728. The Net County Cost is $4,457. Similar arrangements will be made for FY 2010-11. The anticipated Net County Cost for the two-year Agreement is $9,048.
