SUBJECT:

Extension of Agreement with Managed Health Network (MHN)

 

RECOMMENDATION:

Approve a resolution:

1) Authorizing the Human Resources Director, upon approval by County Counsel, to execute an amendment extending the current agreement with Managed Health Network for six months until December 31, 2009 and increasing the contract by $72,880 for a total maximum contract amount of $410,000.

2) Authorizing the Human Resources Director or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Extending the existing agreement with Managed Health Network will allow the County to complete a Request for Proposal (RFP) process to ensure the County is receiving the best plan benefits currently available in the marketplace.

BACKGROUND:

The County’s Employee Assistance Program (EAP), administered by Managed Health Network (MHN), offers counseling services and resources to help employees and their family members manage problems related to work, personal relationships, stress, finances, substance abuse, and other life concerns. The EAP program also offers job performance referrals, management consultations, critical incident debriefings, and training programs to enhance workplace health and employee effectiveness.

MHN was selected to provide EAP services to the County through a formal RFP process in 2000 and again in 2003. The County’s current agreement with MHN expires on June 30, 2009.

 

DISCUSSION:

Given that it has been over five years since the County conducted an RFP on EAP services, the County will initiate an RFP process this summer. Extending the current MHN agreement for six months will enable the County, with the assistance of a newly contracted Health & Wellness broker, to complete the RFP process and ensure the County is receiving the best plan benefits currently available in the marketplace.

County Counsel has reviewed and approved the Resolution as to legal form.

 

FISCAL IMPACT:

There is no net County cost associated with this contract extension. The $72,880 contract increase will be absorbed in the Benefits Trust Fund. Additional funds are being included in this amendment to account for increased benefit utilization and to reflect actual number of County employees.
