Amendment to the Agreement with Community Overcoming Relationship Abuse for prevention and intervention services to victims of domestic violence

 

RECOMMENDATION:

Adopt a Resolution:

 

    A) Waving the Request for Proposal (RFP) Process and;

    B) Authorizing the President of the Board to execute an Amendment to the Agreement with Community Overcoming Relationship Abuse (CORA) to provide prevention and intervention services to victims of domestic violence, extending the term by one year to June 30, 2010 increasing funding by $100,000 for a total amount of $200,000, of which $6,000 is Net County Cost and;

    C) Authorizing the Director of Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal by providing prevention and intervention services to victims of domestic violence and offers services to victims and their children from risk of physical and emotional harm.

BACKGROUND:

CORA provides prevention and intervention services, including but not limited to: transitional housing, 24-hour crisis hotline, counseling, education programs, community education, and emergency shelter. These services are free and confidential for victims of domestic violence in San Mateo County.

 

On June 13, 2008, the County entered into agreement with CORA by Agreement 74200-09-C030 in the amount of $100,000 and the term of July 1, 2008 through June 30, 2009.

 

DISCUSSION:

This Amendment will allow CORA to continue to provide prevention and intervention services for domestic violence services for FY 2009-10. These services are an integral component of the Human Services Agency’s (HSA) charge for promoting self-sufficiency.

It is in the County's best interest to waive the RFP process because CORA is the only domestic violence organization in San Mateo County that provides a continuum of domestic violence services and therefore is recognized as a sole-source provider. 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The new term of this Agreement is July 1, 2008 through June 30, 2010. This Amendment adds $100,000, for a total obligation of $200,000. The Amendment amount for FY 2009-10 is $100,000, of which $74,000 is funded through the Marriage License Trust Fund, $20,000 through Cal WORKS and $6,000 is Net County Cost. Funds have been included in the FY 2009-10 Recommended Budget.
