Amendment to the Agreement with Edgewood Center for Kinship Support Services Program

 

RECOMMENDATION:

Adopt a Resolution:

 

A) Waiving the Request for Proposal (RFP) process; and

 

B) Authorizing the President of the Board to execute an Amendment to the Agreement with Edgewood Center for Children and Families (ECCF) for the Kinship Support Services Program (KSSP), extending the term by one year to June 30, 2010, increasing the amount by $488,227 to $1,030,701, $261,845 is Net County Cost.

This Amendment contributes to this commitment and goal by providing support services to children and their relative caregivers and Non-Related Extended Family Member (NREFM) caregivers in order to strengthen the caregiver-child relationship, stabilize placements and support the health and well being of relative and NREFM caregivers.

BACKGROUND:

 

On June 24, 2008, the Board of Supervisors adopted Resolution Number 069534 waiving the RFP process and authorizing the execution of an Agreement with ECCF to provide information, referrals, case management, support groups, parent education, counseling/family conferencing, recreation, transportation, and linkage to tutoring services through KSSP.

 

ECCF also provided two new program elements: 1) needs assessment and implementation to ensure that kinship support services are meeting the needs of families in various regions of the County, and 2) educational and skill building sessions to support and strengthen the skills of community-based organizations, and HSA staff in working with families. KSSP services benefit families and children throughout San Mateo County, and have positive impacts on the outcome measures that are in Children and Family Services’ strategic plan as well as state and federal outcome measures.

 

DISCUSSION:

This Amendment with ECCF will allow continuation of the following services: case management, information and referral, support groups, recreation, education, transportation and tutoring. Due to budget constraints within the County, services under this Agreement are being reduced resulting in a net savings of $54,247. 

 

It is in the County's best interest to waive the RFP process as ECCF is a sole source provider and is the only agency that can provide kinship services.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT

The amended term of this Agreement is July 1, 2008 through June 30, 2010. The amount of the Agreement is increased by $488,277 for a total obligation of $1,030,701. Of the amended amount, $143,375 is State KSSP allocation, $83,007 CalWORKs and the remaining $261,845 is Net County Cost. Appropriations have been included in the Recommended Budget for FY 2009-10.
