Second Amendment to the Agreement with Youth and Family Enrichment Services for community-based prevention services

 

RECOMMENDATION:

Adopt a Resolution:

 

    A. Waiving the Request for Proposal (RFP) Process; and

 

    B. Authorizing the President of the Board to execute a Second Amendment to the Agreement with Youth and Family Enrichment Services (YFES) to increase funding for community-based prevention services, extending the term by one (1) year to June 30, 2010, increasing the amount by $1,047,431 to $2,253,890, $331,022 is Net County Cost.

This Amendment to the Agreement with YFES contributes to this commitment and goal by providing Case Management Services which includes: safe and stable housing, counseling, resource information, legal assistance, and outreach to at-risk youth.

BACKGROUND:

The County entered into an Agreement with YFES on July 1, 2007 by Resolution

Number 069098 in the amount of $1,042,537 to provide case management services for Your House Residential Services, Crisis Intervention Suicide Prevention Services, Aftercare Services, Transitional Housing Placement Program (THPP) and the Daybreak Program. YFES also provides counseling, education and residential services.

 

On December 16, 2008 the County and Contractor entered into an Amendment by Resolution Number 069845 increasing the amount by $163,922 for the purpose of YFES providing additional case management services to foster youth and emancipating youth participants, as a result of an increased allocation of Transitional Housing Placement Plus (THP+) funding from the state.

 

DISCUSSION:

This Second Amendment will increase funding and extend the term for an additional year allowing YFES to continue providing a comprehensive array of services to support foster and emancipating youth. Additionally this Amendment updates the Emancipated Foster Youth Outreach and Aftercare Services section of the scope of work to include that case management services will be for all youth. The Transitional Housing Placement Program section has also been updated to include information on the referral and discharging process for THPP youth.

 

It is in the County’s best interest to waive the RFP and continue to contract with YFES, as YFES is the only provider in the region with the capacity to serve all of the required program components. For fiscal year 2010-11, Children and Family Services will be assessing community needs and whether or not to continue each of the program components outlined in this Agreement, and the feasibility of allowing multiple providers to meet the needs of those components that will continue.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Second Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement has been extended by one (1) year for a new term of July 1, 2007 through June 30, 2010. This Amendment adds $1,047,431 for a total obligation of $2,253,890. The amendment amount of $1,047,431 is funded through; State THP+ Program ($516,000), Child Welfare Services ($141,867), Transitional Housing Placement Program ($58,542) and $331,022 is Net County Cost. This appropriation will be included in the FY 2009-10 Recommended Budget.
