Re-appointment to the Bay Area Water Supply Conservation Agency (BAWSCA) Board of Directors

 

RECOMMENDATION:

Re-appoint Robert Guzzetta to the Bay Area Water Supply Conservation Agency (BAWSCA) Board of Directors to a term expiring on June 30, 2013.

 

VISION ALIGNMENT:

Goal(s): No. 25. Residents express their support for regional, collaborative approaches to issues. The appointment will support the Bay Area’s regional water system.

 

BACKGROUND:

BAWSCA was created in 2003 to represent the interests of Bay Area entities that purchase water on a wholesale basis from San Francisco. BAWSCA represents the needs of the cities, water districts and private utilities that depend on the regional water system. BAWSCA provides the opportunity to work with San Francisco on an equal basis to ensure the water system gets fixed, and to collectively and efficiently meet local responsibilities.

 

BAWSCA is governed by a board of directors representing the member agencies. State law provides that the length of a term is four years, and that directors may be re-appointed for an unlimited number of terms.

 

State law (Water Code section 81336[c][1]) provides that the Board of Supervisors shall appoint one member, who is an officer or employee of the California Water Service Company (Cal Water), to the BAWSCA board. Cal Water is a private utility which provides water service to several unincorporated areas of the County.

 

DISCUSSION:

In 2005, the Board appointed Robert Guzzetta, the Vice-President of Operations for the California Water Service Company, to serve on the BAWSCA Board. Mr. Guzzetta’s first term will expire shortly, and Cal Water has recommended that Mr. Guzzetta be re-appointed to serve another term on the BAWSCA Board.
