RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH CABRILLO UNIFIED SCHOOL DISTRICT TO PROVIDE CHILD ABUSE PREVENTION AND INTERVENTION SERVICES, EXTENDING THE TERM OF AGREEMENT BY ONE YEAR TO JUNE 30, 2010, INCREASING THE AMOUNT BY $95,000 TO $190,000, THERE IS NO NET COUNTY COST AND; C) AUTHORIZING THE DIRECTOR OF HUMAN SERVICES AGENCY OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, in October 2007, Human Services Agency (HSA) issued a Request for Proposal (RFP) for Child Abuse Prevention and Intervention and Promoting Safe and Stable Families (PSSF) Programs, and Cabrillo Unified School District was one of eleven contractors that were selected for funding under the RFP and awarded an Agreement in the amount of $95,000 for the term of July 1, 2008 through June 30, 2009 by Agreement 74200-09-C139; and

WHEREAS, the Children’s Collaborative Action Team (CCAT) is in a process of merging the System Improvement Plan and the CCAT Workplan. It is the best interest of the County to waive the RFP process to continue services until a new RFP for FY 2010-11 can be conducted; and

WHEREAS, the Human Services Agency wishes to amend the Agreement to add $95,000 for a total obligation of $190,000 and extend the term by one year to June 30, 2010, to continue to provide child abuse prevention and intervention services through information, referral and counseling services; and

WHEREAS, this Board has been presented with a form of such Amendment to the Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal (RFP) Process is waived;

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C) The Director of Human Services Agency or the Director’s Designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
