RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH COMMUNITY OVERCOMING RELATIONSHIPS ABUSE, INCREASING FUNDING BY $100,000 TO A TOTAL AMOUNT OF $200,000 TO PROVIDE PREVENTION AND INTERVENTION SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, FOR THE TERM OF JULY 1, 2008 THROUGH JUNE 30, 2010, IN THE AMOUNT OF $200,000 OF WHICH $6,000 IS NET COUNTY COST AND; C) AUTHORIZING THE DIRECTOR OF HUMAN SERVICES AGENCY OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on June 13, 2008 the County and the Contractor entered into Agreement for the provision of domestic violence prevention and intervention services in the amount of $100,000 for the term of July 1, 2008 through June 30, 2009 by Agreement 74200-09-C030; and

WHEREAS, it is in the County’s best interest to waive the RFP process because CORA is the only domestic violence organization in San Mateo County that provides a continuum of domestic violence services and therefore is recognized as a sole-source provider; and

WHEREAS, the Human Services Agency wishes to amend the Agreement to add $100,000 for a total obligation of $200,000, to continue to provide domestic violence prevention and intervention for FY 2009-10; and;

WHEREAS, the Board of Supervisors is being asked to authorize the Director’s Designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

WHEREAS, this Board has been presented with a form of such Amendment to the Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal (RFP) Process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C) Authorizing the Director of Human Services Agency or the Director’s Designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
