BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT WITH YOUTH AND FAMILY ENRICHMENT SERVICES (YFES) TO INCREASE FUNDING FOR COMMUNITY-BASED PREVENTION SERVICES, EXTENDING THE TERM BY ONE (1) YEAR TO JUNE 30, 2010, INCREASING THE AMOUNT BY $1,047,431 TO $2,253,890, $331,022 IS NET COUNTY COST

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, It is in the County’s best interest to waive the RFP and continue to contract with YFES, as YFES is the only provider in the region with the capacity to serve all of the required program components; and

 

WHEREAS, for fiscal year 2010-11, Children and Family Services will be assessing community needs and whether or not to continue each of the program components outlined in this Agreement, and the feasibility of allowing multiple providers to meet the needs of those components that will continue; and

 

WHEREAS, The County and Contractor entered into Agreement by Resolution Number 069098 for the purpose of community-based prevention services in the amount of $1,042,537 and term of July 1, 2007 to June 30, 2009; and

 

WHEREAS, on December 16, 2008 the parties entered into an Amendment by Resolution Number 069845 to increase the amount of funding for case management services for the Emancipated Foster Youth Outreach and Aftercare Program for FY 2008-09 by $163,922 for a total Agreement obligation of $1,206,459, and the term remaining July 1, 2007 to June 30, 2009; and

 

WHEREAS, the parties wish to further amend the Agreement for the purpose of continuing services through FY 2009-10 by extending the term by one (1) year to June 30, 2010 and increasing the amount by $1,047,431 for a total obligation of $2,253,890; and

 

WHEREAS, this Board has been presented with the form of the Second Amendment to the Agreement and has examined and approved it as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A) The RFP Process is waived; and

    B) The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Second Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
