Agreement No. HI-0910-08 with the California Department of Aging

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board to execute Agreement No. HI-0910-08 with the California Department of Aging for the Health Insurance Counseling and Advocacy Program for the term July 1, 2009 through June 30, 2010, in the amount of $257,839; and

   

2.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the funding amount by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Funds for the Health Insurance Counseling and Advocacy Program (HICAP) contribute to this commitment and goal by providing clients with objective health insurance counseling, advocacy and assistance. The performance measures below show the percent of HICAP service recipient stakeholder survey respondents indicating they have benefited from HICAP services. This is the first year Aging and Adult Services (AAS) is collecting program specific data to establish baseline performance standards for individual contractors through the San Mateo County Cares Surveys.

BACKGROUND:

Every four years your Board, as the Area Agency on Aging (AAA) of San Mateo County, is required to submit an Area Plan for aging services to the California Department of Aging (CDA). The State also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted Older Americans Act (OAA) and HICAP funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services, as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo County’s OAA and HICAP allocations. On April 28, 2009, your Board approved the AAA 2009 – 2012 Area Plan for Services for Older Adults and Adults with Disabilities (Area Plan). This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

DISCUSSION:

AAS contracts with a community-based organization, Self-Help for the Elderly, to provide HICAP, a volunteer-supported program that provides three basic services: community education, lay counseling, and advocacy related to Medicare. Self Help for the Elderly was selected to provide HICAP services through a Request for Proposals (RFP) process conducted in December 2008 for the contract term July 1, 2009 through June 30, 2013. HICAP is an integral component of California’s community-based long-term care system. Medicare beneficiaries and those under 65 who are about to become eligible for Medicare or who are disabled and on Medicare are eligible for HICAP services. Locally, the program is designed to carry out goals and objectives of the AAA Plan related to advocacy and health care.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2009 through June 30, 2010. Execution of this Agreement with CDA allows the County to claim funding for HICAP for FY 2009-10. The total amount of this Agreement is $257,839. Revenues and expenses related to this Agreement are included in the AAS tentatively Adopted FY 2009-10 Budget. There is no Net County Cost associated with approving this Agreement with CDA.
