Half Moon Bay Airport Taxiway, Access Road, Transient Aircraft Parking, Fencing and Lighting Improvements (AIP 3-06-0097-11)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting construction plans, specifications, and conformance with prevailing wage scale requirements for taxiway, access road, transient aircraft parking, security fencing, and lighting improvements at the Half Moon Bay Airport (AIP 3-06-0097-11); and

   

2.

Authorizing the Publication of a Notice to Contractors twice in a local newspaper; and

   

3.

Authorizing the Director of Public Works to call for sealed bids to be received in the Clerk of the Board’s office on or before Tuesday, August 4, 2009, at 2:30 p.m. in said office in the Hall of Justice, Redwood City, California; and

 

4.

Directing Public Works to file a Notice of Exemption for a CEQA Categorical Exemption for the aforesaid project.

Construction of the proposed taxiway, access road, transient aircraft parking, security fencing and lighting improvements will enhance safety and improve security for the benefit of Half Moon Bay Airport users.

 

BACKGROUND:

In September 2006, your Board adopted Resolution No. 68281 accepting Airport Improvement Grant No. 3-06-0210-11 from the Federal Aviation Administration (FAA) in the amount of $1,598,500 for the construction of taxiway, access road, transient aircraft parking, security fencing and lighting improvements at the Airport.

 
 

In September 2006, your Board adopted Resolution No. 68282 authorizing the Director of Public Works to accept matching grant funds from the California Department of Transportation (DOT) Division of Aeronautics equal to two and one-half percent (2.5%) of the aforesaid FAA grant.

 

DISCUSSION:

The proposed work includes the rehabilitation of aircraft taxiway pavement that is essentially the original pavement that was placed in 1942 when the Airport was constructed. An existing gravel service road will also be paved to provide vehicle access for Airport users to their aircraft storage hangars, eliminating safety concerns related to vehicle traffic on active aircraft taxiways. An existing aircraft parking area will be paved to more safely accommodate the transient (visiting) aircraft that park at that location. Additionally, fencing and lighting improvements will be constructed to reduce unauthorized vehicle incursions and enhance safety and security at the Airport.

 

The proposed project has been designed in accordance with FAA guidelines and has been reviewed and approved by the FAA. The FAA has determined the project is Categorically Exempt pursuant to the National Environmental Policy Act (NEPA).

 

Public Works staff has determined the project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the Guidelines for Implementation of the California Environmental Quality Act (CEQA) and we are requesting that your Board authorize Public Works to file a notice of exemption upon adoption of the plans and specifications for this project.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total cost of the project is estimated at $1,543,730 and is proposed to be financed as follows:

The project will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has sufficient funds available to handle the cash flow requirements of this project while monthly grant payments are being requested of the FAA and the State.

 

There is no impact to the General Fund.
