Implementation of an Integrated Law Enforcement Sharing System.

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the Sheriff or the Sheriff’s designee, in the capacity as the fiduciary agent for the Northern California Regional Terrorism Threat Assessment Center (NCRTTAC) to accept additional funding for the FY07 Homeland Security Grant through the State of California Office of Homeland Security (OHS) from the United States Department of Homeland Security (DHS) in the amount of $1,000,000;

Authorizing the Sheriff to execute an Agreement with Knowledge Computing Corporation for an amount not to exceed $999,825.62, and a two-year term commencing July 1, 2009 to June 30, 2011, for the design, implementation, training, maintenance and warranty services for an integrated regional law enforcement information sharing system also known as COPLINK; and

3.

Authorizing the Sheriff or Sheriff’s designee to execute on behalf of the County of San Mateo all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances hereto for the purposes of securing funds and to implement and carry out the purpose specified in the grant application.

BACKGROUND:

In July 2007 the NCRTTAC received FY07 Homeland Security Grant funds from the California Governor’s Office of Homeland Security (OHS). The NCRTTAC has been awarded an additional $1,000,000 from OHS through the Department of Homeland Security’s (DHS) Law Enforcement Terrorism Prevention Program (LETPP). LETPP focuses on providing resources to law enforcement and public safety communities to support critical terrorism prevention activities and collaborations with non-law enforcement partners, other government agencies and the private sector.

Under the FY07 Homeland Security Grant Program and FY07 Urban Area Security Initiative (UASI) Grant Program, the NCRTTAC and the San Francisco Bay Area Urban Area Security Initiative (UASI) is managing a project to establish records management system (RMS) connectivity between Bay Area law enforcement and justice agencies throughout the State of California through the COPLINK system. COPLINK organizes and rapidly analyzes vast quantities of structured and seemingly unrelated data, housed in various incompatible databases and record management systems, over a highly secure intranet-based platform.

Currently, each individual law enforcement agency only has access to their individual records management systems which include: reporting systems, photo databases, traffic citation systems, jail systems, booking data, field interview records, probation and parole systems, etc.

DISCUSSION:

The NCRTTAC, in partnership with the Bay Area Urban Area Security Initiative (UASI), would like to enter into a contract with Knowledge Computing Corporation (KCC) to develop regional COPLINK Nodes and individual agency RMS connectors to integrate all of the RMS of the Bay Area and coastal counties of Northern California. The goal of the project is to then connect the Bay Area COPLINK Nodes to the remaining California COPLINK Nodes to create an integrated statewide law enforcement RMS with analytical capabilities.

The COPLINK system will further support law enforcement investigations against terrorists by pinpointing suspects through searching scraps of information such as nicknames, height, weight, or the placement of a tattoo. It will find hidden relationships among terrorism suspects and map links among people, places and events. Thus, searches that might have taken weeks or even months are done in minutes and the risk of terrorist pre-attack activity in one area going undetected and/or unconnected with another area is significantly reduced.

The NCRTTAC/San Mateo County Sheriff’s Office, Bay Area UASI and the State of California – California Emergency Management Agency (CalEMA) have identified KCC – COPLINK as the vendor that is uniquely qualified to establish connectivity between the justice agencies throughout the state.

The California Emergency Management Agency approved a Sole Source contract request to contract with KCC based on the fact that no other vendor has the ability to establish connectivity with the other RTTACs and offer all of the analytics and capabilities that the COPLINK system offers to detect, deter and apprehend terrorists.

The NCHIDTA and NCRTTAC are managed by the NCHIDTA Executive Board which has designated the San Mateo County Sheriff's Office to serve as their fiduciary agent. Therefore, it is recommended that the Sheriff execute the agreement with KCC on behalf of the NCRTTAC.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

The Information Services Department has reviewed and approved the agreement as to content. County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The contract is for a two year term expiring June 30, 2011 and for an amount not to exceed $999,825.62. There will be no net County cost incurred.
