SUBJECT:

Agreement with the California Department of Fish and Game.

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board of Supervisors to execute an Agreement with the California Department of Fish and Game for the distribution of funding in the amount of $25,000 to the County of San Mateo as part of the Oil Spill Response Equipment Grant program. Per requirements of the agreement; and

2.

Authorizing the Sheriff or Sheriff’s designee to execute amendments and/or minor modifications to this agreement not to exceed an aggregate of $25,000, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions. Per requirements of the agreement.

Goal: # 7: Maintain and enhance the public safety of all residents and visitors. Acceptance of this grant will help ensure that the San Mateo County coast and San Francisco Bay will be prepared and enhanced through greater response capabilities if an oil spill should occur.

BACKGROUND:

In the wake of events such as the Cosco-Busan Oil Spill there has been recognition at all levels of government that there is a need for greater response capability for oil spill incidents.

   
   

DISCUSSION:

The County of San Mateo has received approval for grant dollars available through the California Department of Fish and Game. The scope of the project approved includes the process to purchase an Oil Spill Response Equipment Trailer for use in responding to oil spills within the San Francisco Bay Area.

The proposed project includes the purchase of a 7’ x 16’ box trailer with 1000’ of oil spill boom and associated equipment to deploy the boom in the event of an oil spill in the bay. Upon completion of this project, San Mateo County, will realize the improved Oil Spill Response capability surrounding Bay Area counties as well as State and Federal public safety agencies that will be responding to oil spill incidents, County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The fiscal impact on the County will be the maintenance of the trailer, estimated at $500 per year. This expense will be added to the OES budget in the 2010-2011 budget.
