RESOLUTION:

1.

AUTHORIZING THE SHERIFF OR THE SHERIFF’S DESIGNEE, IN THE CAPACITY AS THE FIDUCIARY AGENT FOR THE NORTHERN CALIFORNIA REGIONAL TERRORISM THREAT ASSESSMENT CENTER (NCRTTAC). TO ACCEPT ADDITIONAL FUNDING FOR THE FY07 HOMELAND SECURITY GRANT THROUGH THE STATE OF CALIFORNIA OFFICE OF HOMELAND SECURITY (OHS) FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY (DHS) IN THE AMOUNT OF $1,000,000;

AUTHORIZING THE SHERIFF TO EXECUTE AN AGREEMENT WITH KNOWLEDGE COMPUTING CORPORATION FOR AN AMOUNT NOT TO EXCEED $999,825.62, AND A TWO-YEAR TERM COMMENCING JULY 1, 2009 TO JUNE 30, 2011, FOR THE DESIGN, IMPLEMENTATION, TRAINING, MAINTENANCE AND WARRANTY SERVICES FOR AN INTEGRATED REGIONAL LAW ENFORCEMENT INFORMATION SHARING SYSTEM ALSO KNOWN AS COPLINK; AND

3.

AUTHORIZING THE SHERIFF OR SHERIFF’S DESIGNEE TO EXECUTE ON BEHALF OF THE COUNTY OF SAN MATEO ALL NECESSARY APPLICATIONS, CONTRACTS, AGREEMENTS, AMENDMENTS, PAYMENT REQUESTS, AND GRANT ASSURANCES HERETO FOR THE PURPOSES OF SECURING FUNDS AND TO IMPLEMENT AND CARRY OUT THE PURPOSE SPECIFIED IN THE GRANT APPLICATION.

 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

    WHEREAS, since 1997, the Northern California High Intensity Drug Trafficking Area (NCHIDTA) has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on narcotics eradication; and

    WHEREAS, since 2004, the Northern California Regional Terrorism Threat Assessment Center (NCRTTAC) through the NCHIDTA has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on anti-terrorism; and

    WHEREAS, NCHIDTA and NCRTTAC are managed by the NCHIDTA Executive Board which has designated the San Mateo County Sheriff’s Office to serve as the fiduciary and fiscal agent for the NCHIDTA; and

    WHEREAS, in July 2007 the NCRTTAC received FY07 Homeland Security Grant funds from State of California Office of Homeland Security (OHS); and

    WHEREAS, NCRTTAC has received an additional $1,000,000 from OHS through the Department of Homeland Security’s Law Enforcement Terrorism Prevention Program (LETPP); and

    WHEREAS, LETPP focuses on providing resources to law enforcement and public safety communities to support critical terrorism prevention activities and collaborations with non-law enforcement partners, other government agencies and the private sector; and

    WHEREAS, NCRTTAC in partnership with the Bay Area Urban Area Security Initiative (UASI) plan to develop regional COPLINK Nodes and individual agency records management system (RMS) connectors to integrate all of the RMS of the Bay Area and coastal counties of Northern California; and

    WHEREAS, the NCRTTAC/San Mateo County Sheriff’s Office, Bay Area UASI and the State of California – California Emergency Management Agency (CalEMA) have identified Knowledge Computing Corporation (KCC) as the vendor that is uniquely qualified to establish connectivity between the justice agencies throughout the state; and

    WHEREAS, the NCRTTAC wishes to enter into a sole source contract with KCC in the amount of $999,825.62 to integrate all RMS of the Bay Area and coastal counties of Northern California; and

    WHEREAS, Knowledge Computing Corporation (KCC) is considered a sole source vendor since no other vendor has the ability to establish connectivity and offer all of the analytics and capabilities that the KCC – COPLINK system offers to detect, deter and apprehend terrorists; and

    NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes the Sheriff or the Sheriff’s designee, in the capacity as the fiduciary agent for Northern California Regional Terrorism Threat Assessment Center (NCRTTAC) to:

1)

Accept additional funding for the FY07 Homeland Security Grant in the amount of $1,000,000;

2)

Execute a sole source contract with Knowledge Computing Corporation in an amount not to exceed $999,825.62, and a two year term expiring June 30, 2011, for the design, implementation, training, maintenance and warranty services for an integrated regional law enforcement information sharing system also known as COPLINK; and

3)

Execute on behalf of the County of San Mateo all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances hereto for the purposes of securing funds and to implement and carry out the purposes specified in the grant.
