BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE SHERIFF OR SHERIFF’S DESIGNEE IN THE CAPACITY AS OES AREA COORDINATOR TO:

A.

SUBMIT A GRANT APPLICATION TO CALIFORNIA EMERGENCY MANAGEMENT AGENCY (CAL EMA) THROUGH U.S. DEPARTMENT OF HOMELAND SECURITY (DHS) FOR ADMINISTRATION OF GRANT AWARDS TO ENHANCE THE CAPABILITIES OF LOCAL FIRST RESPONDERS IN THE AMOUNT OF $2,562,928; AND

B.

EXECUTE, ON BEHALF OF THE COUNTY OF SAN MATEO, AND USING COUNTY PROCUREMENT AND CONTRACT PROCESSES, ALL NECESSARY APPLICATIONS, CONTRACTS, AGREEMENTS, AMENDMENTS, PAYMENT REQUESTS, AND GRANT ASSURANCES FOR THE PURPOSES OF SECURING AND SPENDING FUNDS THAT MAY BE AWARDED PURSUANT TO THIS GRANT APPLICATION, AND IMPLEMENTING AND CARRYING OUT THE PURPOSE SPECIFIED IN THE GRANT APPLICATION.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

WHEREAS, the Sheriff or Sheriff’s designee serves as the Area Coordinator of the San Mateo County Office of Emergency Services (OES); and

WHEREAS, OES wishes to apply to the state for grant funding to enable local agencies to enhance and/or supplement the capabilities of local first responders; and

WHEREAS, the California Emergency Management Agency ( Cal EMA) requires the Grantee to certify by resolution the approval of the application before submission of said application to the state; and

WHEREAS, the Cal EMA has received funding through the U.S. Department of Homeland Security (DHS) which will be allocated Countywide to enhance the capabilities of local first responders through training, planning, exercise, and equipment to enhance homeland security; and

WHEREAS, OES will serve as the administrator for the grant award received in the amount of TWO MILLION FIVE HUNDRED SIXTY TWO THOUSAND NINE HUNDRED TWENTY EIGHT DOLLARS ($2,562,928) by the State of California through the Department of Homeland Security (DHS) to enhance the capabilities of local first responders:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes the Sheriff or Sheriff’s designee, in the capacity as OES Area Coordinator to:

A.

Apply for a grant to supplement, modify, amend, or add emergency programs in the amount of $2,562,928;

B.

Execute, on behalf of the County of San Mateo, and using the County’s procurement and contract processes, all necessary applications, contracts, agreements, amendments, payment requests, and grant assurances for the purposes of securing and spending funds that may be awarded pursuant to this grant application, and implementing and carrying out the purpose specified in the grant application.
