BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

ACTING AS THE GOVERNING BOARD OF THE TEN COUNTY SEWER MAINTENANCE AND SANITATION DISTRICTS

ADOPT A RESOLUTION

 

1. APPROVING THE SEWER SYSTEM MANAGEMENT PLAN PREPARED IN ACCORDANCE WITH THE CALIFORNIA STATE WATER RESOURCES CONTROL BOARD STATEWIDE GENERAL WASTE DISCHARGE REQUIREMENTS FOR SANITARY SEWER SYSTEMS; AND

2. DIRECTING THE DIRECTOR OF PUBLIC WORKS TO IMPLEMENT AND PERIODICALLY UPDATE THE SEWER SYSTEM MANAGEMENT PLAN AS NECESSARY TO COMPLY WITH CURRENT REGULATORY REQUIREMENTS AND BEST PRACTICES.

 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, as the governing board of the following County Sewer Maintenance and Sanitation Districts (Districts):

 

Burlingame Hills Sewer Maintenance District;

Crystal Springs County Sanitation District;

Devonshire County Sanitation District;

Edgewood Sewer Maintenance District;

Emerald Lake Heights Sewer Maintenance District;

Fair Oaks Sewer Maintenance District;

Harbor Industrial Sewer Maintenance District;

Kensington Square Sewer Maintenance District;

Oak Knoll Sewer Maintenance District;

Scenic Heights County Sanitation District.

 

WHEREAS, the Districts own, operate, and maintain approximately 150 miles of sanitary sewer pipelines; and

 

    WHEREAS, it is the Districts’ responsibility to effectively manage the sewer systems to minimize sanitary sewer overflows (SSOs); and

 

    WHEREAS, the State of California Water Resources Control Board has adopted Statewide General Waste Discharge Requirements for Sanitary Sewer Systems Order No. 2006-0003 (Order) to provide a consistent, statewide regulatory approach to address SSOs; and

 

    WHEREAS, the Order requires the preparation of a Sewer System Management Plan (SSMP) by all public agencies that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey wastewater to a publicly owned treatment facility; and

 

    WHEREAS, the SSMP has been prepared by staff in compliance with the requirements set forth by the Order; and

 

    WHEREAS, the Order requires that the governing board of each sanitary sewer system approve the completed SSMP at a public meeting; and

 

    WHEREAS, the Board has been provided the opportunity to review the elements of the SSMP.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

Acting as the governing board of the Districts, this Board does hereby find, determine and declare that the Sewer System Management Plan prepared by staff in accordance with the California State Water Resources Control Board Statewide General Waste Discharge Requirements for Sanitary Sewer Systems and dated July 31, 2009 is approved.

 

2.

The Director of Public Works is hereby directed to implement and periodically update the Sewer System Management Plan as necessary to comply with current regulatory requirements and best practices.
