RESOLUTION AUTHORIZING: THE PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENTS WITH CABRILLO UNIFIED SCHOOL DISTRICT (CUSD), PYRAMID ALTERNATIVES (PA), YOUTH AND FAMILY ENRICHMENT SERVICES (YFES) AND YOUTH SERVICES BUREAU YMCA OF SAN FRANCISCO (YMCASF), TO PROVIDE EARLY INTERVENTION, PREVENTION, AND TREATMENT SERVICES FOCUSING ON BUILDING YOUTH DEVELOPMENTAL ASSETS FOR AT-RISK YOUTH THROUGHOUT SAN MATEO COUNTY, FOR THE TERM OF JULY 1, 2008 TO JUNE 30, 2010, INCREASING THE AMOUNT BY $56,198 TO $206,198 FOR CUSD, $181,204 TO $331,204 FOR PA, $287,459 TO $437,459 FOR YFES AND $253,139 TO $403,139 FOR YMCASF

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS California Department of Corrections and Rehabilitation (CDCR) to administer Juvenile Probation and Camps Funding (JPCF) and CDCR entrusted the Corrections Standards Authority (CSA) with this responsibility. Counties use these federal dollars to fund services and programs across the continuum of options, from prevention/early intervention through custody and in juvenile halls, camps and ranches; and

WHEREAS, In 2007-08 a Request for Proposal (RFP) for JPCF programming applicants to support a broad spectrum of county probation services targeting at-risk youth, juvenile offenders both in and out of custody, and the families of these youth as well as evaluation of those programs’ productivity and effectiveness. With the recommendation of the multidisciplinary selection committee, Probation selected the four programming contractors—Cabrillo Unified School District, Pyramid Alternatives, Youth Services Bureau, and Youth Family Enrichment Services to receive $1,378,100 in JPCF funds for FY 2008-09 and FY 2009-10; and

WHEREAS, On January 13, 2009, County Manager’s office approved Agreements in the amount of $50,000 each of the JPCF funds as bridge funding to the four programming contractors for the term July 1, 2008 through December 31, 2008 to provide early intervention, prevention, and treatment services focusing on building youth developmental assets for at-risk youth throughout San Mateo County while pending approval of the State Budget; and

WHEREAS, on April 13, 2009 County Manager’s Office again approved Agreements in the amount of $100,000 each of the JPCF funds as bridge funding to the four programming contractors for a new term January 1, 2009 through June 30, 2010 to continue services; and

WHEREAS, the Probation Department now wishes to further amend these Agreements to add the remaining balance of the JPCF funds for the FY 2009-10; and

WHEREAS, this Board has been presented with the form of these Amendment to the Agreements and has examined and approved it as to both form and content and desires to enter into said Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Amendment to the Agreements for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
