RESOLUTION 1) AWARDING AND AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE CONTRACTS WITH INTERSTATE GRADING AND PAVING, INC. IN THE AMOUNT OF $357,167 FOR THE EAST ACCESS ROAD REHABILITATION (SCHEDULE “A”); GRANITE ROCK COMPANY DBA PAVEX CONSTRUCTION IN THE AMOUNT OF $523,188 FOR EAST TAXIWAYS REHABILITATION (SCHEDULE “B”); AND CRUSADER FENCE COMPANY, INC. IN THE AMOUNT OF $208,285 FOR FENCING AND GATE INSTALLATION (SCHEDULE “C”) AT THE SAN CARLOS AIRPORT – AIP PROJECT NOS. 3-06-0210-13 & 3-06-0210-14; AND 2) AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE CONTRACT CHANGE ORDERS UP TO A MAXIMUM AGGREGATE AMOUNT OF $165,000, OR APPROXIMATELY 15% OF THE COMBINED AMOUNT OF THE CONTRACTS; AND 3) DIRECTING PUBLIC WORKS TO FILE A NOTICE OF EXEMPTION FOR A CEQA CATEGORICAL EXEMPTION FOR THE AFORESAID PROJECT.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors did, on May 19, 2009, adopt Resolution No. 070135, which resolution adopted the plans and specifications (the “Plans and Specifications”), including conformance with prevailing wage scale requirements, and called for sealed bids for the East Access Road Rehabilitation (Schedule “A”), East Taxiways Rehabilitation (Schedule “B”) and Fencing and Gate Installation (Schedule “C”) at the San Carlos Airport – AIP Project No. 3-06-0210-13; and

 

WHEREAS, the Clerk of this Board of Supervisors did, in public on June 16, 2009 at 2:30 p.m., open and examine all sealed bids that were received in the specified time for the doing of the work referred to in said Resolution No. 070135; and

 

WHEREAS, this Board of Supervisors has caused an analysis of said bids to be made by the Director of Public Works of the County of San Mateo, and has, in open session, fully reviewed and considered said sealed bids and the analysis thereof; and

 

WHEREAS, the lowest responsible bid for the East Access Road Rehabilitation (Schedule “A”) at the San Carlos Airport was submitted by Interstate Grading and Paving, Inc. in the amount of Three Hundred Fifty-Seven Thousand One Hundred Sixty-Seven and No/100 Dollars ($357,167.00) based on an estimate of the amount of work to be done; and

 

WHEREAS, the lowest responsible base bid for the East Taxiways Rehabilitation (Schedule “B”) at the San Carlos Airport was submitted by Granite Rock Company dba Pavex Construction in the amount of Five Hundred Twenty-Three Thousand One Hundred Eighty-Eight and No/100 Dollars ($523,188.00) based on an estimate of the amount of work to be done; and

 

WHEREAS, the lowest responsible bid for the Fencing and Gate Installation (Schedule “C”) at the San Carlos Airport was submitted by Crusader Fence Company, Inc. in the amount of Two Hundred Eight Thousand Two Hundred Eighty-Five and No/100 Dollars ($208,285.00) based on an estimate of the amount of work to be done; and

 

WHEREAS, the Department of Public Works has determined the project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the Guidelines for Implementation of the California Environmental Quality Act (CEQA).

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

 

1.

It is in the best interest of the County of San Mateo to award the contract for the East Access Road Rehabilitation (Schedule “A”) at the San Carlos Airport to:

 

Interstate Grading and Paving, Inc.

128 So. Maple Avenue

So. San Francisco, CA 94080

 

2.

It is in the best interest of the County of San Mateo to award the contract for the base bid with no alternates for the East Taxiways Rehabilitation (Schedule “B” base bid / no alternates) at the San Carlos Airport to:

 

Granite Rock Company dba Pavex Construction

120 Granite Rock Way

San Jose, CA 95136

 

3.

It is in the best interest of the County of San Mateo to award the contract for the Fencing and Gate Installation (Schedule “C”) at the San Carlos Airport to:

 

Crusader Fence Company, Inc.

3115 Gold Valley Drive, Suite B

Rancho Cordova, CA 95742

 

4.

The County of San Mateo shall enter into a written contracts with Interstate Grading and Paving, Inc., Granite Rock Company dba Pavex Construction and Crusader Fence Company, Inc. for completion of said work as required by the Plans and Specifications adopted by this Board of Supervisors, as hereinbefore mentioned, which Plans and Specification are on file in the office of the Director of Public Works of the County of San Mateo.

 

5.

On behalf of the County of San Mateo, the President of this Board of Supervisors shall be, and is hereby, authorized and directed to enter into agreements with Interstate Grading and Paving, Inc., Granite Rock Company dba Pavex Construction and Crusader Fence Company, Inc. for the doing of said work described herein, subject to the Department of Public Works receipt and approval of the Faithful Performance Surety Bond (“Performance Bond”) and the Labor and Material Surety Bond (“Payment Bond”) required to be posted by said Contractors with the County of San Mateo in connection therewith.

 

6.

The Director of Public Works is hereby authorized to execute contract change orders related to the said work not exceeding $165,000.00 in aggregate.

 

7.

All payments to the Contractors shall be in accordance with the Plans and Specifications, and other contract documents. Aggregate payment to the Contractors shall not exceed One Million Two Hundred Fifty-Three Thousand Six Hundred Forty and No/100 Dollars ($1,253,640.00) without this Board’s approval.

 

8.

Public Works is hereby directed to file a Notice of Exemption for a CEQA Categorical Exemption for the East Access Road Rehabilitation, East Taxiway Rehabilitation and Fencing and Gate Installation Project at the San Carlos Airport.

 

9.

The Clerk of the Board of Supervisors, County of San of San Mateo, is hereby authorized and directed to attest the signature of the President of this Board of Supervisors to said written contracts.
