WHEREAS, San Mateo County is required to perform various services pursuant to State mandates, and the California Constitution requires the State to reimburse the County for the cost of providing these mandated services to the extent such costs are claimed according to the State's rules; and
WHEREAS, the State’s reimbursement rules are complex and the claiming instructions and source documentation requirements are continuously updated and the County therefore obtains assistance from consultants who specialize in the field of SB-90 cost reimbursement claims in order to maximize our reimbursements; and
WHEREAS, on June 17, 2009, the County issued a request for proposals for professional assistance in the preparation of its SB-90 cost reimbursement claims and related work based on costs from Fiscal Year (FY) 2008-09, FY 2009-10 and FY 2010-11 to be submitted in FY 2009-10, FY 2010-11 and FY 2011-12; and
WHEREAS, a selection committee reviewed and evaluated the three proposals received and unanimously selected MGT of America, Inc.'s (“MGT’s”) proposal for the Board's consideration; and
WHEREAS, the negotiated annual cost for MGT’s proposed services is $37,800 per year for a total of $113,400 for the three-year contract, which annual cost reflects a 10% discount due to the fact that the contract term will be three years instead of two years; and
WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval the Agreement with MGT of America, Inc. for the preparation of the County's SB-90 cost reimbursement claims and related work for FY 2008-09, FY 2009-10 and FY 2010-11, which Agreement shall have a term of August 25, 2009 to August 24, 2012.
