RESOLUTION 1) AWARDING AND AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE A CONTRACT WITH GRANITE ROCK COMPANY DBA PAVEX CONSTRUCTION IN THE AMOUNT OF $1,524,727 FOR TAXIWAY, ACCESS ROAD, TRANSIENT AIRCRAFT PARKING, SECURITY FENCING AND LIGHTING IMPROVEMENTS AT THE HALF MOON BAY AIRPORT - AIP PROJECT NO. 3-06-0097-11; AND 2) AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE CONTRACT CHANGE ORDERS UP TO A MAXIMUM AGGREGATE AMOUNT OF $230,000, OR APPROXIMATELY 15% OF THE CONTRACT AMOUNT; AND 3) DIRECTING PUBLIC WORKS STAFF TO FILE A NOTICE OF EXEMPTION FOR A CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) CATEGORICAL EXEMPTION FOR THE AFORESAID PROJECT..

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, this Board of Supervisors did, on July 7, 2009, adopt Resolution No. 070274, which resolution adopted the plans and specifications (the “Plans and Specifications”), including conformance with prevailing wage scale requirements, and called for sealed bids for taxiway, access road, transient aircraft parking, security fencing and lighting improvements at the Half Moon Bay Airport - AIP Project No. 3-06-0097-11; and

WHEREAS, the Clerk of this Board of Supervisors did, in public on August 4, 2009, at 2:30 p.m., open and examine all sealed bids that were received in the specified time for the doing of the work referred to in said Resolution No. 070274; and

WHEREAS, this Board of Supervisors has caused an analysis of said bids to be made by the Director of Public Works of the County of San Mateo, and has, in open session, fully reviewed and considered said sealed bids and the analysis thereof; and

WHEREAS, the lowest responsible bid was submitted by Granite Rock Company dba Pavex Construction in the amount of One Million Five Hundred Twenty-Four Thousand Seven Hundred Twenty-Seven and No/100 Dollars ($1,524,727.00) based on an estimate of the amount of work to be done; and

WHEREAS, the Department of Public Works has determined the project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the Guidelines for Implementation of the California Environmental Quality Act (CEQA).

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

1.

It is in the best interest of the County of San Mateo to award the contract for taxiway, access road, transient aircraft parking, security fencing and lighting improvements (Base bid plus Alternate 1) at the Half Moon Bay Airport to:

Granite Rock Company dba Pavex Construction

120 Granite Rock Way

San Jose, CA 95136

2.

The County of San Mateo shall enter into a written contract with Granite Rock Company dba Pavex Construction for completion of said work as required by the Plans and Specifications adopted by this Board of Supervisors, as hereinbefore mentioned, which Plans and Specification are on file in the office of the Director of Public Works of the County of San Mateo.

On behalf of the County of San Mateo, the President of this Board of Supervisors shall be, and is hereby, authorized and directed to enter into an agreement with Granite Rock Company dba Pavex Construction for the doing of said work described herein, subject to the Department of Public Works receipt and approval of the Faithful Performance Surety Bond (“Performance Bond”) and the Labor and Material Surety Bond (“Payment Bond”) required to be posted by said Contractor with the County of San Mateo in connection therewith.

The Director of Public Works is hereby authorized to execute contract change orders related to the said work not exceeding $230,000 in aggregate.

All payments to the Contractors shall be in accordance with the Plans and Specifications, and other contract documents. Aggregate payment to the Contractor shall not exceed One Million Seven Hundred Fifty-Four Thousand Seven Hundred Twenty Seven and No/100 Dollars ($1,754,727.00) without this Board’s approval.

6.

Public Works is hereby directed to file a Notice of Exemption for a CEQA Categorical Exemption for the taxiway, access road, transient aircraft parking, security fencing and lighting improvements at the Half Moon Bay Airport.

7.

The Clerk of the Board of Supervisors, County of San of San Mateo, is hereby authorized and directed to attest the signature of the President of this Board of Supervisors to said written contract.
