RESOLUTION:

1.

AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE CITY AND COUNTY OF SAN FRANCISCO FOR THE DISTRIBUTION OF FUNDS TO SAN MATEO COUNTY AS PART OF THE FY 2008 URBAN AREA SECURITY INITIATIVE (UASI) FEDERAL GRANT IN THE AMOUNT NOT TO EXCEED $354,962;

AUTHORIZING THE SHERIFF IN HIS CAPACITY AS OES AREA COORDINATOR TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS; AND

3.

AUTHORIZING THE SHERIFF OR SHERIFF’S DESIGNEE(S) TO SIGN EXHIBIT B, GRANT ASSURANCES

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County of San Mateo has previously received federal Department of Homeland Security grant funds through the Urban Area Security Initiative Program (UASI) for which the City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for the distribution of funds; and

WHEREAS, in 2008, 29,000,000 dollars in UASI funding was awarded to the Bay Area UASI region, which is comprised of three core cities: San Francisco, Oakland, and San Jose, ten Bay area counties, and over 100 incorporated cities; and

WHEREAS, the San Francisco Department of Emergency Management (SFDEM) has been designated to serve as the local administrator of the FY2008 UASI grant award; and

WHEREAS, the County of San Mateo is one of the contiguous counties and mutual aid partners for the greater San Francisco Urban region, and has been selected to partner with the City and receive a portion of funding from the FY2008 UASI grant; and

WHEREAS, as part of the FY2008 grant requirements, the County of San Mateo must enter into an agreement with the City and County of San Francisco to receive a portion of the grant award, in the amount of three hundred fifty four thousand nine hundred sixty two ($354,962) which has been designated to fund the West Bay Information Sharing System and training for First Responders; and

WHEREAS, this Board has been presented with a form of such Agreement, and has examined and approved same as to both form and content, and desires to enter into same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the 1. President of the Board of Supervisors is hereby authorized and directed to execute the Agreement with the City and County of San Francisco for the allocation of Fiscal Year 2008 Bay Area Urban Area Security Initiative (FY2008 UASI) grant program funding to the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; 2. Authorize the Sheriff to execute contract amendments which modify the terms or services so long as the modified term or services are within the current or revised fiscal provisions; and 3. Authorize the Sheriff or Sheriff’s designee(s) to sign the grant assurances.
