RESOLUTION 1) AUTHORZING THE PRESIDENT OF THE BOARD TO EXECUTE AMENDMENT NO. 2 TO THE AGREEMENT WITH ECLINICALWORKS (eCW) TO PROVIDE THE COUNTY WITH ECLINICALMESSENGER SERVICES (eCMS), AN AUTOMATED CALL SYSTEM, INCREASING THE CONTRACT AMOUNT BY UP TO $490,000 FOR A NEW TOTAL MAXIMUM FISCAL OBLIGATION OF $2,990,000; 2) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS FOR ECLINICALWEB; AND 3) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH ECLINICALWEB FOR eCMS HOSTING SERVICES, FOR THE TERM SEPTEMBER 22, 2009 THROUGH JANUARY 7, 2015 (ENDING CONCURRENTLY WITH THE AGREEMENT BETWEEN THE COUNTY AND ECW).

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on January 8, 2008, the County of San Mateo entered into an Agreement with eClinicalWorks to install and maintain an Ambulatory Electronic Medical Record (AEMR) system at San Mateo Medical Center (SMMC) in the amount of $1,800,000 for the term of seven (7) years, commencing upon the date of the Board of Supervisors’ approval;

WHEREAS, on March 17, 2009, this Board approved Amendment #1 to the Agreement to provide additional licenses required for the implementation of the AEMR;

WHEREAS, this Board, having considered the matter, has determined that it would be in the best interest of the County to approve Amendment #2 to the Agreement with eClinicalWorks (eCW) to provide the County with eClinicalMessenger Services (eCWS), an automated call system, thereby increasing the contract amount by up to $490,000 for a new total maximum fiscal obligation of $2,990,000,

WHEREAS, because eCMS is a module of the County’s AEMR solution, integration with the existing AEMR and Automated Patient Notification System would be seamless and cost-efficient, and choosing disparate vendors for our AEMR and Automated Patient Notification Systems could have integration problems;

WHEREAS, this Board has determined it to be in the best interest of the County to authorize the waiver of the Request for Proposals process; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with eClinicalWeb for eCMS hosting services, for the term September 22, 2009 through January 7, 2015 (ending concurrently with the Agreement between the County and eCW).

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Amendment #2 to the eCW Agreement and directed to waive the Request for Proposal process and execute an Agreement with eClinicalWeb for the eCMS hosting services for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
